The article identifies some of the rarely recalled phenomena accompanying Poland's path towards independence. First is the level of economic, cultural, and everyday integration with imperial centers. Second is the growing intensity of interethnic strife. Third, the social turmoil, at times bordering on popular revolt, started in 1917 and lasted long after 1918. Fourth is the large-scale economic transformation and deprivations that this transformation brought about. Finally is the general longing for restoring law and order, a feeling that facilitated actions by minor groups of nationalists capable of creating at least a rudimentary state apparatus. None of the newly-created states of east central Europe was a result of consequent political action. Rather, they came into existence out of the interplay of social, economic, and cultural factors.

This article analyzes a 1916 story by Isaak Babel', “El'ia Isaakovich and Margarita Prokof'evna” (published in Maksim Gor'kii’s Letopis'), in which a Jewish businessman from Odessa takes refuge with an Orel prostitute to avoid being sent back to the Pale of Settlement by the police. Safran sees El'ia Isaakovich as a character type new to mainstream Russian literature, a strong Jewish man who is neither a victim nor an exploiter of Russians but can inspire them to positive change. Safran pursues four related lines of reasoning: she sets the story in light of Gor'kii’s attitude toward Babel' and the “Jewish Question”; she reads it as a parody of the urban myth of the Jewish false prostitute; she compares it to Jewish folktales about Elijah the Prophet; and she considers the hero’s repetition of the word nivroko, a formula that Odessa Jews used to ward off the evil eye.

The study of Soviet design is an area where knowledge of science, technology, art, and history need to converge; a discussion of it, therefore, seems particularly appropriate for the pages of an interdisciplinary journal. The comments below are offered in the hopes of fostering further discussion across disciplines. In his article, Dr. Hutchings has gone beyond the conclusions of his book (Soviet Science, Technology, Design) to make some rather bold claims for the importance of studying Soviet design as a way of understanding major Soviet problems. He is to be commended for focusing attention on an area which has not received, at least until recently, much attention from Western scholars.

Since World War II, Polish legal theory has focused principally on the sociological aspect of the law, dealing with its origin and social function. Detailed research and analytical studies have supplied information about which social groups have in the past influenced the enactment of legal norms, what their motives were, and what benefits they derived from these laws. As a result of this research the law lost its sacred character. It ceased to be thought of as something extraordinary and came to be regarded realistically as an instrument for the realization of the interests of those groups which had influenced the enactment of the law. This kind of research, however, proved to be insufficient and somewhat one-sided. Consequently, new problems are being considered, and, of these, three are receiving special attention: (1) the evaluation of positive law, (2) the relationship between legal consciousness and socialist consciousness (which might also be called Marxist consciousness), and (3) comprehensive legal research. All of these problems have practical implications for us which, I trust, justify a brief discussion of them here. Inasmuch as these problems are still being investigated and discussed, I will confine myself to mere presentation of them and mention of the efforts that have been made toward their solution.

In the United States we are saddled with three different systems for the transliteration of Russian, and none of the three is satisfactory enough to replace the other two. The so-called Popular System gives general readers a rough idea of how to pronounce Russian words within the sound system of English, but it does not accurately reflect the original Russian (for example, does voskresenie represent BOCKPeceHbe or BOCKPeceHИe?) The International Scholarly System is exact and simple: in its American variant (which uses x instead of the continental European ch to transliterate the Russian x) each Russian letter is represented by a single Latin letter. It is ideal and widely accepted for works in linguistics and for literary studies that are aimed at an international scholarly audience.

For centuries, the steppe had served as a frontier and as a borderland to the Russian empire. In the 1930s, however, the semi-arid fields to the northeast of Stavropol became the object of intensified agricultural reclamation. Following the Central Asian example of dryland irrigation, the Soviet leadership dreamed of transforming the steppe biome into an oasis of high-modernist progress. Promises of plentiful yields fueled the planning of new hydro-infrastructures devised to counter the destructive forces of nature and to make the steppe bloom. Poverty, hunger, and natural disasters were to be threats of the past. As large swaths of land in the North Caucasus were re-imagined on the drawing boards of Soviet hydro-engineers, an agromeliorative complex evolved that favored large-scale solutions over locally adapted means. From 1965, this complex was represented by the Ministry of Melioration and Water Management (Minvodkhoz). It was supported by leading members of the nomenklatura like Nikita Khrushchev, Leonid Brezhnev, and Mikhail Gorbachev. However, their one-sided reclamation policies ignored ample warnings on soil erosion and agricultural degradation that were caused by excessive irrigation. As a result, yields declined whereas state investment continually increased. This paper shows how the vision to convert semi-arid lands into blossoming oases of progress created a path dependency with largely devastating consequences, as the hydro-engineers did not acknowledge the fragile ecosystem of the steppe. This reveals a deep and systemic sustainability crisis within Soviet agriculture that contributed to the economically fueled collapse of 1991.
