  • Public goods and the evolution of altruism: The case of law

  • Though Hamilton's rule is commonly interpreted as relating to two individuals, an alternative interpretation is that it can apply to an altruistic act with respect to a large group of related persons, such as an ethnic group. Then provision of a public good to such a group can be explained by Hamilton's rule. An important class of public goods is the provision of a “legal system” for the group. Provision of this good can have positive feedback effects: as there is more enforcement, it pays to define more complex and valuable rights, and in turn such rights lead to larger and more effective societies. As societies become larger, the ability to enforce rights increases because the number of enforcers increases. However, as in many other human activities, there may be two conflicting systems for provision of this good. There is the evolutionarily old system that would involve face to face transactions, often with kin. There is also a newer, rule-governed legal system for impersonal exchanges. These may be in conflict. The older rules may sometimes frustrate the more efficient newer system. Moreover, those persons who benefit from kin-based transaction networks may resist the creation of a formal legal system. I also note that altruism within the group may lead to xenophobia outside the group and thus to ethnic conflict. Finally, I discuss some evidence consistent with this analysis.

  • Political philosophers have doubted the compatibility of various major values, such as equality and freedom. Ethnographic and historical evidence has indicated the presence of (1) economic equality and individual freedom in the absence of civil peace in segmentary societies based on self-help; (2) economic equality and civil peace in the absence of individual freedom in corporate societies; and (3) individual freedom and civil peace in the absence of economic equality in mercantile and capitalist societies. However, little if any evidence has documented all three — economic equality, individual freedom, civil peace — in stable coexistence. By way of delineating the relations between and among the values in question, I offer “The Iron Law of Politics,” which asserts that economic equality, individual freedom, and civil peace cannot all exist simultaneously in any society, although any two of the three can.

  • As a field of study international relations has always been concerned with the problem of war. Since the second world war much attention has been given to the impact of weapons of mass destruction, most commonly in the form of nuclear weapons. More recently, a wider variety of issues have been addressed by the field, notably widening its coverage of economic, welfare and social issues. Three broad approaches to international relations have emerged: political realism, pluralism, and globalism.

    Biotechnology represents a major technological revolution which will have enormous impact on the world at many levels. One impact which cannot be ignored is its potential for weaponry. This paper assesses the three international relations approaches with respect to their elucidation of biotechnology and its potential for violent and aggressive applications.

  • Strengthening the Biological Weapons Convention: Comments on the Contributions of Marie Isabelle Chevier and Lynn Marvin Hansen

  • In agreement with the overwhelming number of experts, I certainly share the view of Chevier and Hansen that the Biological Weapons Convention needs to be strengthened. Of course it is still a matter of discussion whether the military utility of biological and toxin weapons (hereafter, respectively, BW and TW) changed after the introduction of biotechnology. It is impossible, however, to ignore the 1986 statement of the U.S. Department of Defense (1988), that:

    … perhaps the most significant event in the history of biological weapons development has been the advent of biotechnology. It enables the development of new microorganisms and products with new, unorthodox characteristics… Conceptually, then, a nation or terrorist group can design a biological weapon to meet a variety of contingencies or needs… The break through and the subsequent achievements make biological warfare much more feasible and effective for countries which either are not bound by the convention or which choose to violate it.

  • The Need for a Defensive Biological Research Program1

  • The biological defense research program maintained by the Department of Defense as a deterrent to the potential use of biological warfare against United States forces or national interests has been subjected to intense criticism. Concerns center on developments in the protective programs and the potential for new offensive developments through the application of biotechnology. The arms control activities intended to preclude any offensive developments are reviewed which point out the relative ineffectiveness of these control mechanisms. The nature, scope and direction of the biological defense research program and the openness of the program are noted. The proliferation of biological warfare capabilities adds to the urgency of an adequate defense program. The political nature of the problem and its relationship to control of biological warfare is examined and the interplay between the technical and the political roles leads to a potential solution. Key attributes of a control program should be enhanced efforts to develop the political framework to achieve effective control mechanisms while maintaining a complementary biological defense research program as the only effective deterrent at this time.

  • Previous studies at the Program for Biosocial Research at Northern Illinois University utilized an electronic instrument to conduct voice analysis for the purpose of determining the amount of psychophysiological stress experienced by a political speaker. These studies then tested the technique on the speeches of three presidents during international crises: John F. Kennedy during the 1961 Berlin crisis, Lyndon B. Johnson during the crisis in the Dominican Republic, and Richard M. Nixon during the United States incursion into Cambodia.
