The 2012 contest between Barack Obama and Mitt Romney included fierce dialogue about women and issues typically connected to them. The inflammatory comments that conservative radio-show host Rush Limbaugh made about female law student Sandra Fluke and the Affordable Health Care Act's (ACA) requirements that all workplaces cover contraceptives were central topics in the news. The controversy literally followed Romney in the form of “Pillamina,” a human-sized costume designed to look like a pack of birth control pills that shadowed the candidate's summer swing state tour. While “Pillamina” was the work of Planned Parenthood's Action Fund, the Obama campaign also took aim at Romney on this issue, running a television commercial featuring “Dawn and Alex,” two women talking about how out of touch Romney is with women's health issues. The Romney campaign's attempts to counter these attacks and shift the focus of conversation were largely thwarted, as questionable comments from Republican Senate candidates Todd Akin and Richard Mourdock brought the issue of abortion to the forefront. Both of these statements added fuel to the narrative that Republicans are out of touch with women's needs. And Romney himself contributed to the problem, as his notorious “binders full of women” debate response broadened the scope of the issue from reproductive rights to more general issues about gender equality. Altogether, these Republican comments and positions opened the door for Democrats on the campaign trail to attack the party, and a popular conclusion is that this “War on Women” narrative hurt the Republican Party and played an integral part in Obama's victory.

This paper examines the political implications of the criminal justice system for those who experience it indirectly: the friends and extended families of individuals who become caught up in the criminal justice system through heightened police surveillance, arrest, probation/parole and incarceration, which scholars have termed “custodial citizenship” (Lerman and Weaver 2014, 8). Contact with the criminal justice system is increasingly common in the United States, which incarcerates more of its citizens than any other western democracy (West, Sabol, and Greenman 2010). In addition to the 2.3 million people currently behind bars scholars estimate that more than 19 million have a felony (Uggen, Manza, and Thompson 2006). Fully 23% of Black adults have a criminal background, and Latinos make up 50% of federal inmates, highlighting extreme racial disparities in American criminal justice (Meissner et al. 2013). A growing body of research explores the impact of criminal justice contact on political participation finding that depressed voter turnout is the result whether one has been incarcerated, arrested, or lives in a high-contact community (Burch 2011, 2013; Lerman and Weaver 2014).

José Esteban Muñoz opens his book Cruising Utopia: The Then and There of Queer Futurity by stating that “queerness is not here yet. Queerness is an ideality … an ideality that can be distilled from the past and used to imagine a future.” Queerness, continues Muñoz, “is a longing that propels us onward … Queerness is essentially about the rejection of the here and now” (2009, 1). He identifies queer utopias with an idea of futurity as an attempt to think of something else that goes beyond the “here and now,” an act of resistance: “the present is not enough. It is impoverished and toxic for queers and other people who do not feel the privilege of majoritarian belonging, normative tastes and ‘rational’ expectations … The present must be known in relation to the alternative temporal and spatial maps provided by a perception of past and future affective worlds” (27). In this article, I aim to show just the opposite. The argument I make here is that queer utopia—transgender—is a futurity of the here and of the now, a virtuality that does not belong to the past nor does it lend itself to projections of the future, but it is totally immersed in the very now of the present.

Personalization has cultivated a bad reputation in politics. Initially, scholarship on the personalization of politics focused on what was often called “candidate-centered” voting: the idea that citizens would vote based on a candidate's personality. Many scholars viewed this evaluative approach as irrational and heralded the value of issue stances over charisma (see Fenno 1978; Popkin 1991). Focusing on the personal, it seems, was problematic. Another iteration of the personalization in politics was also problematic and focused on the use of the “personal frame” in news coverage of women candidates. Such news coverage focused more on women's personalities and personal lives as compared to men's (e.g., Bystrom 1999; Devitt 1999). On its surface, such coverage does not appear detrimental. However, this framing would often emphasize women's roles as mothers and wives and use that framing to question women's experience, fitness for office, and whether they could juggle domestic and political responsibilities (Braden 1996). Personalization in both iterations elicited a sense of triviality: voters’ focus on persona was deemed as a trivial way to form an opinion, and women candidates were trivialized via a focus on their personal, not political, lives.

A number of studies have shown that men and women hold dissimilar opinions on a variety of issues. While we have been cognizant of the existence of the gender gap, none of the extant research examines the extent to which these differences are a consequence of period and cohort effects simultaneously. Cohort and period explanations are central to how scholars theorize large-scale changes in public opinion. This study uses a multilevel approach—employing cross-classified random effects models—to explore the underpinnings of gender differences on social and cultural issues (such as social welfare opinions, gender roles, sexuality, abortion, racial equality, and crime- and justice-related attitudes) stemming from the replacement of individuals or because men and women are changing how they think. The advantage is that this approach encourages an effort to examine the relative impact of compositional and contextual factors over time and across birth cohorts and assesses the consequences of how changes in these factors affect some of our most fundamental hypotheses about the origins of a gendered culture war.

Media coverage of women and black members of Congress and presidential candidates often relies on gender and racial stereotypes, providing distorted coverage of these members and their agendas. This study analyzes national news media appearances of House members discussing the 2008 presidential election to examine whether the increased salience of race and gender due to the presence of nonwhite male presidential and vice presidential candidates resulted in greater media visibility for female and black representatives. Female and black House members, particularly those Democrats who endorsed a candidate, appeared in the media more often in 2008, driven by the media's interest in connecting their gender and racial identities to evaluations of Clinton, Palin, and Obama. With the national media's attention drawn to conflict, members with perceived conflicts among their intersectional identities drew greater media attention, especially Republican and black women. Overall, the media rendered black and female members as mainly surrogate representatives for black and women voters. The results suggest that black and female sources may secure national media exposure through the strategic use of their perceived raced-gendered expertise but at the risk of reinforcing stereotypes, and female or minority presidential candidates may influence the visibility of these members to voters.

The study of electoral systems is a key area of research within political science. In part, the attention paid to electoral systems reflects their importance to democratic political systems. Electoral systems define “what constitutes” a vote, establish “a rule for how votes are totaled,” and create a mechanism for “translating vote share into seat allocations” for representative institutions (Bawn 1993, 966). These roles mean that electoral systems impact not only how interests are represented, but also how accountability is structured.

A growing body of work on candidate traits shows that people with a given social characteristic tend to prefer candidates or leaders who share that characteristic (Campbell and Cowley 2014; Cutler 2002). However, the existing evidence for whether women vote for women is mixed. For example, Kathleen Dolan found that candidate sex was a driver of voting behavior for the U.S. House of Representatives in 1992, but not in 1994 or 1996 (Dolan 1998, 2001, 2004). Eric Smith and Richard Fox used pooled U.S. data from 1988 to 1992 and found that well-educated women were more inclined to support women candidates in House but not Senate races (Smith and Fox 2001), and others have found that women are more likely to vote for women candidates only when they are perceived as being pro-feminist (Plutzer and Zipp 1996). By contrast Fulton (2014) found that women are not more likely to vote for women candidates in the United States, but that male Independents are somewhat less likely to vote for them. Others have found little evidence whatsoever of an association between candidate gender and vote choice (McElroy and Marsh 2010).

This article explores the first female president of South Korea, Park Geun-Hye, and her substantive representation of women. Though Park is one of many women executives from Asia taking the family route to power, her presidency still may lead to the implementation of women-friendly policies once elected. Park's government has expanded women-related policy areas first developed by previous progressive governments, but not consistently. Though mixed, her performance shows improvement over the previous conservative president, who shares Park's party affiliation. Since we can control for partisanship, Park administration's efforts on behalf of women prove particularly compelling. While advantaged by her political lineage, her government offers important policy benefits to women.

Among the most well-documented and long-standing gender gaps in political behavior are those relating to political ambition, as men have consistently been shown to express a significantly higher level of political ambition than women. Although this gap is well established, the reasons for the differences between men and women remain largely unknown. One possible explanation is that negative stereotypes about women's political ability are responsible. Stereotype threat, as it is referred to in the psychology literature, is a phenomenon where individuals of a social group suffer cognitive burdens and anxiety after being exposed to negative stereotypes that relate to their identity. These disruptions have been shown to alter attitudes and behavior. In order to test this possibility, we employed an experimental design whereby we randomly assigned 501 undergraduate students into threat and nonthreat conditions. While men exhibited higher levels of political ambition in both conditions, women in the nonthreat condition expressed significantly higher levels of political ambition than those women who were exposed to negative stereotypes. The results of this study therefore suggest that the gender gap in political ambition may be partly explained by negative stereotypes about women in politics.

It is no secret that men and women continue to have unequal access in democratic systems. In nearly every country for which data exist, women participate less in politics and hold fewer government positions than men (Beauregard 2014). In recent years, analysis of this ongoing problem has taken an institutional turn: feminist institutionalism examines how the formal and informal “rules of the game” create persistent bias against women in office and the advancement of feminist policy agendas (e.g., Krook and Mackay 2011). Such analysis is important and enlightening, but it illuminates only part of the story. An ongoing problem in most democracies is women's lower level of participation: women are less interested in politics, less likely to be active in campaigning, and less likely to contact officials. While women often vote at the same rate as men, their lower rates of political engagement and higher-intensity forms of participation remains to be explained (Coffe and Bolzendahl 2011; Verba, Burns, and Schlozman 1997).

Current thinking about the effect of religion on civic engagement centers on “institutional treatment”—the development of resources, social pathways to recruitment, and motivation that occurs in small groups and activities of congregations. None of this work has yet incorporated the personality traits that may shape the uptake of institutional treatment. Following a growing line of research articulating how individual predispositions condition political involvement, we argue that gendered personality differences may moderate civic skill development. With new data, we find that women do not develop skills from religious involvement at the same rate as men and that this pattern is largely attributable to their distinctive personality profile. The results shift the balance between individuals and institutional influences by augmenting the cognitive bases for acquiring church-gained experiences and linking them to the public square.

How does gender affect the attack strategies of political actors? Do men and women diverge in their propensity to go negative and in their choice of targets? Extant research has long sought to shed light on these questions (e.g., Brooks 2010; Kahn 1993; Krupnikov and Bauer 2014; Proctor, Schenck-Hamlin, and Haase 1994; Walter 2013). Among all the possible determinants of attack behavior in elections, candidate gender has been one of the most “heavily studied” (Grossmann 2012, 2). However, the relevant research focuses almost exclusively on the United States and therefore on a system with candidate-centered campaigns, weak party organizations, and winner-takes-all competitions. Notwithstanding the importance of the USA as a case and exporter of campaign techniques, such context is specific and likely to bias the results. The few pioneering studies that examine the role of gender in negative campaigning outside the U.S. (Carlson 2001, 2007; Walter 2013) have addressed this question mostly by transferring the analytical framework of U.S.-based research to other political systems. Consequently, they have barely begun to incorporate the distinctive features of multiparty systems and strong party organizations as determinants of gender differences in attack behavior. The present article provides a novel argument about the role of party environments as a crucial context factor in party-centered political systems. Specifically we argue that in party-centered campaigns the gender balance within parties influences differences in the attack behavior of male and female politicians.

Abortion is undeniably a gender issue—even if not an exclusive one (e.g., Mazur 2002, 137–153; Warren 2000, 201–223. Due to a woman's physical reproductive capacities and, even more so, the patriarchal allocation of care work, members of the female sex bear by far the larger share of all burdens that come with pregnancy and especially unwanted pregnancy—be they physical, emotional, economic, life-course related, or other (England 2001; Tribe 1992, 106). For the longest time in history and across most societies and cultures, women were denied rights to make autonomous decisions in terms of whether and when to procreate, which is in one core aspect of bodily self-determination (Corrêa 2001; Staggenborg 2001).

In the past several decades, many scholars of public opinion in the United States have argued that American women are less likely than American men to endorse military action as a means to deal with international problems. Evidence for this “gender gap” has been found in studies of public opinion during major international conflicts (Bendyna et al. 1996; Wilcox, Ferrara, and Allsop 1993), as well as studies of longitudinal trends that examined pooled data sets from multiple conflict periods (Berinsky 2009; Burris 2008; Fite, Genest, and Wilcox 1990; Shapiro and Mahajan 1986). Researchers sometimes view men's generally greater rates of support for military actions as part of a more general “gender gap” phenomenon in U.S. politics, but the cumulative evidence has suggested that foreign policy issues and questions of peace/war generate the widest and most consistent gender gaps (see Holsti 2004, 209–10 for a review).

Previous studies of women's participation in legislative debates could not disentangle the possible effect of institutionalized gender discrimination from the effect of gendered patterns because of women lacking seniority and leadership posts. Costa Rica's Legislative Assembly offers an opportunity to control for seniority and leadership. The prohibition on immediate reelection means that no legislators have seniority. The country's successful gender quota, presence of an equal number of men and women committee presidents, and election of the first woman president in 2010 all point to women having relatively equal access to formal positions of power. In this context, unequal debate participation between men and women legislators would indicate that it is very difficult to change the gendered nature of an institution. We use multilevel modeling to analyze repeated observations of individual-level participation in three of six standing committees during the 2010–14 term (Agriculture, Economics, and Social Issues) to explore differences in patterns of participation under various conditions (sex ratios, discussion topics, sex of committee leaders). Findings indicate that women are active participants in committees with both stereotypically feminine and masculine policy jurisdictions, but also that women are more active when the gender composition of the committee is less skewed.

Electoral quotas are a key factor in increasing women's political representation in parliaments globally. Despite the strong effects of quotas, less attention has been paid to the factors that prompt countries to adopt electoral quotas across developing countries. This article employs event history modeling to analyze quota adoption in 134 developing countries from 1987 to 2012, focusing on quota type, transnational activism, and norm cascades. The article asks the following questions: (1) How might quota adoption differ according to quota type—nonparty versus party quotas? (2) How has the 1995 Fourth World Conference on Women in Beijing, China (Beijing 95), contributed to quota diffusion? (3) Do global, regional, or neighboring country effects contribute more to quota adoption? Results provide new evidence of how quota adoption processes differ according to quota type, the central role played by participation in Beijing 95, and how increased global counts contribute to faster nonparty quota adoption while increased neighboring country counts lead to faster to party quota adoption.

How does gender influence the American judicial system? Scholars interested in this question have focused on several areas, including the substance of the law (Bender 1993; Olsen 1995; Rifkin 1981), the presence of women on a jury (Fowler 2005; Marder 1987; Taylor-Thompson 2000), and the sex of criminal defendants (Sarnikar, Sorenson, and Oaxaca 2007; Starr 2012). Among political scientists in particular, most work has examined judicial decision-making and whether the rulings of female judges differ from those of their male counterparts. Results of these studies have been mixed: some indicate that female judges vote differently, at least in certain types of cases (Boyd, Epstein, and Martin 2010; Peresie 2005; Songer and Crews-Meyer 2000), but others have found no, or only a minimal, gender effect (Segal 2002; Songer, Davis, and Haire 1994; Walker and Barrow 1985).

It is a well-established finding that proportional representation (PR) electoral systems are associated with greater legislative representation for women than single member systems. However, the degree to which different types of PR rules affect voting for female candidates has not been fully explored. The existing literature is also hampered by a reliance on cross-national data in which individual vote preferences and electoral system features are endogenous. In this study, we draw upon an experiment conducted during the 2014 European Parliament (EP) elections to isolate the effects of different PR electoral systems. Participants in the experiment were given the opportunity to vote for real EP candidates in three different electoral systems: closed list, open list, and open list with panachage and cumulation. Because voter preferences can be held constant across the three different votes, we can evaluate the extent to which female candidates were more or less advantaged by the electoral system itself. We find that voters, regardless of their gender, support female candidates, and that this support is stronger under open electoral rules.

Despite the popularity of electoral gender quotas, the substantive impact of quotas on the plenary behavior of members of parliament (MPs) has yet to be thoroughly empirically explored, and in particular, there is a dearth of evidence from non-Western cases. Here we create a unique content analysis dataset from 14 years (1998–2011) of plenary debates, including the contents of more than 150,000 unique MP speeches recorded in some 40,000 pages of the Ugandan parliamentary Hansard to test how MP characteristics affect patterns of gender-related legislative speech. We find that female MPs speak about issues related to women's interests significantly more than male MPs. Further, we find no evidence of significant differences between female MPs elected with and without quotas, suggesting that, in the Ugandan case, gender is a more salient predictor of the tendency to “speak for women” than electoral pathway. To our knowledge, this is the first study that examines the effectiveness of quotas in promoting women's substantive representation in parliamentary debates across all policy domains over a significant time period. We discuss the implications of these findings in the Ugandan context, as well as how our evidence speaks to substantive representation through reserved seat quotas in semi-authoritarian regimes more broadly.
