  • BENJAMIN GRAHAM ON BUFFER STOCKS

  • Surprisingly, Benjamin Graham, the acknowledged “Father of Value Investing,” considered his most important work to be the invention of the Commodity Reserve Currency Plan during the 1930s and 1940s. Previous studies of the Plan have overlooked the fact that, of its three main components (buffer stocks, price stability, and currency backing), Graham regarded the first as the most important and the other two as “secondary” or “subsidiary.” By focusing on the buffer-stock aspect, we demonstrate, first, the breadth and depth of Graham’s overall conception in terms of both micro- and macroeconomics, and, second, the considerable overlap with John Maynard Keynes’s ideas developed around the same time, which are manifested particularly in their common conclusion that the inefficiency of commodity markets could be rectified only by government intervention. We also comment on Perry Mehrling’s assessment of Graham as “not any kind of economist at all” (JHET 2011).

  • The purpose of this paper is to reconstruct and evaluate, among other issues, Hawtrey’s social philosophy.

    Hawtrey’s system as a whole is composed of the two distinct and yet interrelated subsystems: philosophy and social philosophy. The former has three components: the theory of evolution and rationalization; the theory of aspects; and Moorean ethics. The latter has two components: his conception of society in general; and his perception of capitalistic economy as one type of society.

    We then examine three problematic elements connected with Hawtrey’s system: epistemology in Hawtrey and Moore; plus products and the market; and the ruler and the public.

  • E. E. Slutsky on William Petty—A Short Introduction

  • E. E. Slutsky, the originator of the eponymous equation and part-inventor of the Slutsky-Yule effect, is perhaps the Soviet/Russian/Ukrainian economist most quoted by mainstream economists today, although his fame in the West rests on only two of his articles that have been translated into English. These are the 1915 article on the theory of consumer budgets, and the 1927 article on the random causes of business cycles. Many more papers remain available only in their original Russian versions, although a few were published first in other languages such as German. Presented here is a modest effort to bring more of Slutsky's work to an English-speaking audience. In a chronological bibliography of Slutsky's writings published in 1960, sandwiched between items four and six—“On the Criterion of Goodness of Fit of the Regression Lines” (1914) and “On the Theory of the Budget of the Consumer” (1915)—sits an item originally published in 1914, an “Essay on the Economic Views of William Petty.” This item is translated below.

  • Adam Smith on the Division of Labor and Relative Factor Prices*

  • It is well known that the division of labor was the starting point of Adam Smith's theory of economic growth. Schumpeter (1954, p. 187) observed, with mild exaggeration, that “nobody, either before or after A. Smith, ever thought of putting such a burden upon division of labor. With A. Smith it is practically the only factor in economic progress.” Smith failed to explain the origins of the concept beyond the natural, human “propensity to truck and barter,” but he maintained that division of labor was a natural occurrence in a capitalist economy. Despite some misgivings about the monotony of repetitive tasks occasioned by specialization, which he expressed in Book V of the Wealth of Nations, Smith stressed the effect of division of labor and specialization upon the productive powers of labor. On this bedrock he built a theory of economic development: division of labor leads to increased output, which leads to higher levels of profits, out of which increases in fixed and circulating capital are financed. This leads to an increase in the wages-fund, and higher wages for labor, so long as increases in the demand for labor outstrip increases in the supply.

  • The first part of the paper, “The Freeze,” restates the simplified Keynesian framework of fiscal activism pioneered by Jargen Pedersen (1937) and Alvin H. Hansen (1941). The framework is a macroeconomic model in which investment, the bond supply, price, the money wage rate, and the rate of interest are all frozen. Using government purchase and the tax rate as its policy instruments the paper solves the model and finds its fiscal multipliers.

  • This article focuses on Jonathan Swift’s “A Modest Proposal” and other of his writings that were prompted by the unsustainable socio-economic and geo-political conditions under which the poor native Irish were living. The article begins with introductory comments and then moves to conditions in Ireland when Swift was writing that contributed to his strong concern for the native poor. Next is provided a summary of “A Modest Proposal” and consideration of what drove Swift to the extreme he reached in the essay. Following this, Swift’s writings are explored as indicators of his opinion of political arithmeticians, and conclusions close the paper.
