  • The Institute of African Studies of the University of Ife is an interdisciplinary research institute now primarily concerned with research into traditional and modern African culture. Originally, at its foundation in 1962, under the direction of Dr S. O. Biobaku, now vice-chancellor of the University of Lagos, it was concerned with all aspects of African studies in the field of the humanities. However, in the past two years its role has been redefined and the policy now is that research in the Institute should be concerned with those areas of African Studies not catered for by the teaching departments of the University.

  • Global climate change is now firmly on the international agenda. Although the heady days of the 1992 Earth Summit have been replaced by an atmosphere of greater caution, events in 1995 have nevertheless revealed that climate change is set to be one of the key international issues during the coming decades. Indeed, it is inevitable that global climate change – as both a physical phenomenon and a social institution – will have a tremendous impact on every nation's future.

  • The phenomenon of trade unionism in tropical Africa has only recently become the subject of serious social inquiry. In the main, academic attention has been focused on labour as a commodity rather than as a social movement. Through the activities of the National Institute for Personnel Research in Johannesburg and the Commission for Technical Co-operation in Africa South of the Sahara, labour research interests have been primarily concentrated on productivity, efficiency, labour turnover, selection, control, and training. The volume of such work has been small compared with similar work in western industrialised countries, but it has been large in comparison with that concerning the collective action of African labour.

  • One of the most important developments in the last decade has been the movement by Africans to recover control of their own economy. A recent article in this Journal, XVI, 3, September 1976, gave a factual account of the extent to which foreign-owned industry in black Africa has been nationalised and indigenised, and discussed the inability of international law to provide guidelines for the settlement of this ongoing struggle between alien owners and host countries. Predictably, it was written by a lawyer because this field has been captured by lawyers almost to the exclusion of all others. But there is much that economists, sociologists, and political scientists could contribute concerning nationalisation, particularly in analysing its causes and effects, although up to now they have had little to say.1 This note makes a start on the question of the impact of nationalisation upon Africa and Africans, in the hope that the tentative conclusions reached here will lead to treatment of the subject by those with the tools for a deeper appraisal.

  • When the B.B.C. began its special service in English to Africa over 20 years ago, it was the first broadcasting organisation outside Africa to do so. Today the B.B.C. African Service provides, in addition to the daily programmes in English, daily broadcasts in Swahili to East Africa, in Somali to the Horn of Africa, and in Hausa to West Africa. Audiences in East, Central, and West Africa thus receive a total of over o hours of daily broadcasting, with many repeat broadcasts on relay stations.

  • When the Centre of African Studies came into being three years ago, the lack of specialists in many branches of African studies in Poland and the resulting scarcity of teachers made it seem likely that development might be initially rather slow. Nevertheless, some evaluation of the Centre's work is already possible.

    There were four practical objectives in establishing the Centre: (1) to build up a collection of books and other printed materials for African research; (2) to offer a two-year diploma course in African problems for holders of Master's degrees of various departments and faculties (for example, the M.A. of the Oriental Institute of the University of Warsaw, a five-year course which can include specialisation in African philology/linguistics); (3) to organise a centre of advanced research; and (4) to issue our own publications.

  • The sombre picture of the economic situation in most developing countries, and not least in Africa, has become increasingly familiar in the last two or three years. Foreign aid is at best not increasing and the terms on which it is offered are hardening. There has been little or no relaxation of the obstacles to increased trade between the developed and the under-developed world. The growth of many poor countries has been limited; and, indeed, within the developing world, the gap between those at the top and those at the bottom is growing, as is that between the developed and the under-developed world as a whole.

  • International Conference on Economic Sanctions Against South Africa

  • This conference was sponsored by the British Anti-Apartheid Movement (founded in 1960 after the Sharpeville massacre) and the convenor was Ronald Segal, now editor of the Penguin African Library. What was intended initially as a small expert conference snowballed suddenly, and in the end 30 official government delegations (mainly from African, Asian, and socialist countries) and over 200 delegates attended. The conference chairman was Mongi Slim, the Foreign Minister of Tunisia, and others present included Diallo Telli, the chairman of the U.N. Special Committee on Apartheid, Dr Conor Cruise O'Brien, the vice-chancellor of the University of Ghana, and Tom Mboya and Mainza Chona, the Ministers ofJustice of Kenya and Northern Rhodesia.

  • The Emergence of a Dual Governing Elite in Uganda

  • This case history, based on fieldwork carried out in 1968, traces the development of two governing élites in the provincial town of Lira, which is located in northern Uganda and has a population of about 5,000 people. It is the administrative and commercial centre for the 353,000 people, primarily members of the Lango tribe, who live in Lango District. The town's population is about 73 per cent African (80 per cent of them Langi), 23 per cent Asian (Indian, Pakistani, and Goan) and 2 per cent European. In 1968 it was the ‘home town’ of the President of Uganda, where the interrelations between local, regional, and national systems of government were particularly transparent.
