  • The 55 countries and territories of Africa can be classified today from the monetary point of view into six major groups. Of these, four are monetary areas based on the currency of the former or actual metropolitan country: the French franc, the pound sterling, the Portuguese escudo, and the Spanish peseta. The sterling area includes the area of the South African rand; and finally there is a group of independent countries, some with very new central banks and others with a longer tradition of monetary independence.

  • Events in Southern Africa during the early 1990s have re-opened a debate over the effectiveness of the Reagan Administration's policy of ‘Constructive Engagement’. This was a controversy that had previously been laid to rest with the US Congress passing its Comprehensive Anti-Apartheid Act in October 1986, since the ensuing punitive sanctions imposed by the enactment of this legislation scuttled Ronald Reagan's strategy of using friendly persuasion to encourage the South African Government away from its practice of apartheid. Yet, with hindsight, it may appear that the President's method of drawing the Pretoria regime into the international community, through offering recognition and encouragement in exchange for reform, has been triumphantly vindicated. After all, has not the African National Congress (ANC) come to power via a democratic process, thereby avoiding a bloodbath on the scale that so many had predicted?

  • Portugal, Africa, and the Future

  • Twelve years ago, the present writer made an embarrassingly inaccurate forecast. The Portuguese, he wrote in a paperback, cannot hold out for long in Angola; the country is hard to pacify, the insurgents enjoy many advantages, the metropole is poor and incapable of sustaining a long Indonesian-type conflict.1 At the time, this assessment seemed quite realistic, even to many Portuguese. The left-wing historian Vitorino Magalhães Godinho argued that their society lacked ‘social efficiency’; Portugal was a backward country, a land of labour migrants incapable of true development at home, much less of developing an empire.2 Even some conservatives agreed: the metropole was poverty- stricken, and the colonies were but millstones around Portugal's neck.

  • Aspects of Soviet–African Economic Relations

  • The last decade has witnessed a rapid development of economic relations between the Soviet Union and independent African countries. In examining certain economic and geographical aspects of this development, it should be borne in mind that Soviet–African economic relations are a quite new trend in world affairs. Before World War II the Soviet Union's foreign trade was conducted mainly with the advanced capitalist countries. Since the majority of the under-developed countries were very limited. Egypt was the only African country trading with the Soviet Union at the end of the 1920s. But Great Britain, then dominating Egypt, blocked any trade agreement between the two states. The volume of trade between them was very small, and at the beginning of World War II it ceased almost completely.

  • Government Revenue Stabilisation in Primary-Producing Countries: a Model for Zambia

  • A common problem in primary-producing countries is that commodity price instability causes substantial variation in government revenues. A conceptually simple yet rarely used domestic policy measure intended to smooth annual fiscal receipts is the establishment of a development stabilisation fund. The need for such a fund in Zambia and its modus operandi are discussed in the context of a review of budgetary performance since 1965. A simulation suggests that substantial smoothing could be achieved, but that the fund could not overcome a prolonged depression of copper prices such as occurred in the years after 1975.

  • Media influence on public policy in Kenya

  • Many scholars argue that the media can influence policymakers – determining the policy agenda, framing issues, prioritising issues and, on occasion, setting the policy as well. It could be, however, that skilled policymakers exploit the media, so that the media in fact reflects the issues that policymakers want debated. This then poses an important question of whether the media does indeed influence the public policy process. The topic of media influence is widely studied in consolidated democracies but there has been limited research in consolidating democracies. This paper addresses both of these gaps – through exploring the extent to which the media influences policymakers in Kenya, a country perceived to have a moderately free press and one in which a range of interest groups vie to influence government and thus with a media likely to carry a range of competing opinions.

  • Let it be said that African history and politics are not among the ‘overblown’ disciplines in Australian universities. Compared with America or Britain, Australia lacks profound historic connections with Africa, while as yet domestic pressures in the direction of black studies are few and, with rare exceptions, uninfluential. A glance at the consolidated index to Australian Outlook (Melbourne), the journal of the Australian Institute of International Affairs, shows that from 1947 to 1972 it carried only 27 articles on African countries and international relations. Apart from the annual gatherings of the All-African Students' Union of Australia, only one conference concerned exclusively with contemporary African politics has yet been held: at the Flinders University of South Australia, in May 1971.
