At one time, the region of the Ruhr was one of the most important areas for coal, iron, and steel production in Europe. This is no longer the case. The once abundant production of coal and steel found in this region is steadily dwindling, and what remains of the industry can fairly be considered antiquated. On the whole, the region has already undergone economic structural change, although some problems connected with it still need to be resolved. A few abandoned industrial areas need to be redeveloped and not all economic structures in the region are trend-setting; there are deficits in the infrastructure, such as in the transportation system; and the level of unemployment is clearly above the average of the Federal Republic of Germany (FRG) and of the Land North Rhine-Westphalia (NRW). In light of the degree to which industrial jobs have been lost, the region has survived structural change better than other old industrial regions, albeit with an obvious variation in the rate of success within the region.

Is “strategy” merely a sympathetic and convenient phrase, on closer scrutiny devoid of explanatory value as a scientific concept? Have we been beguiled by its appeal and should we now, wiser and sadder, return to less pretentious concepts such as tactics or agency? Or do we need more empirical applications and have we just begun to explore strategy's vistas?

Riding down Main Street in East Hartford, Connecticut toward the six smokestacks dominating the front of Pratt & Whitney's mammoth aircraft engine factory, one cannot help noticing numerous artifacts associated with rapid industrial decline: empty and trash-strewn lots, boarded-up storefronts, and vacated triple-deckers, once homes for Pratt & Whitney workers. A short drive away on the other side of the Connecticut River one can observe the dichotomies between East Hartford and downtown Hartford with its glittering insurance companies, banks, and the headquarters – known around Hartford as the “Gold Building” – of Pratt's parent, the United Technologies Corporation (UTC). The various social clubs, bars, and purveyors of fast food, ice cream, and fresh baked pies, that have served thousands of lunches and early suppers to members of the International Association of Machinists (IAM) are at risk.

On 3 May 1954, Lehigh Coal and Navigation Company announced that it would close its anthracite mining operations in Pennsylvania's Panther Valley. Company officials had hoped to keep some mines open but net losses in 1953 amounted to $1.4 million and the trend continued into early 1954. The company stated they would reopen the mines only if miners would work harder and produce more. All area locals of the United Mine Workers of America (UMW) voted to accept the program except one, Tamaqua Local 1571. Arguing that the new rules violated existing wage agreements, workers from this Local picketed the mines and called on miners across the anthracite region to join them. Tamaqua miners offered an alternative plan that called for workers to share control over management and production decisions. Lehigh managers refused and closed the mines, effective from 30 June. As other mining companies began to collapse in the 1950s and 1960s, local workers, business owners, union leaders, and politicians made efforts to either open mines or attract new industries. However, unemployment remained a difficult problem for the Panther Valley and for the entire anthracite region and the area still exhibits higher than average unemployment.

The last two decades in India have seen the decline of traditional factory industries and a growing process of informalization and casualization of labour. The crisis of industries like textiles and steel has meant a virtual decimation of a working class in old industrial centres. This paper will look at the phenomenon of de-industrialization and its implications for a labouring population whose lives were intimately connected with industrial work.
