This study examines the use of section 106A of the Children and Young Persons (Care and Protection) Act 1998 in the New South Wales in Children's Court. Section 106A was inserted into the Act by way of an amendment in November 2006. This amendment establishes that if a child has previously been removed from parental care and not restored to the parents, then that is prima facie evidence that any subsequent child born to these parents is in need of care and protection and can be subject to removal. The parents must then rebut this evidence if they are to recover or retain custody of the new born child. To date, no data exists about the use of this section of the Act, hence this study. The only significant finding was that if section 106A was cited in Court documents, then restoration of a child to family is less likely. The analysis did not show any significant relationship between Aboriginality and any of the other variables in the study.

Across the eight jurisdictions of Australia, mandatory reporting obligations and thresholds for reporting vary. Teachers are one group of the professionals who are mandated to report child maltreatment, yet some teachers are still reluctant to make such a report. This paper examines the barriers that discourage teachers from reporting child maltreatment and also whether teachers consider it necessary to question a child about the maltreatment before they decide if a report should be made. Thirty semi-structured interviews with Victorian primary school teachers were thematically analysed and revealed that inadequate and inconsistent mandatory reporting training, the need for certainty before initiating a report and the ambiguous concept of neglect were barriers to teachers identifying and reporting child maltreatment. Analyses further revealed that teachers gather evidence to confirm or disconfirm their suspicions of maltreatment by questioning the suspected child victim. The consequences of this practice are discussed along with recommendations to help overcome the barriers to making a formal report when child maltreatment is suspected.

This paper presents findings from research exploring young people's perspectives on the strengths, challenges and needs of their local community in a disadvantaged area of Sydney, Australia. These findings contribute to the growing body of literature that seeks to better understand the life experiences and support needs of vulnerable children and families. Young people's perspectives were gathered using a Photovoice methodology. Participants photographed aspects of their community that they considered to be a strength or challenge, and these photographs served as conversation prompts in subsequent individual interviews. Five key themes were identified from qualitative analysis of the data: (1) Local People and Places; (2) Financial Struggles and Opportunities; (3) Personal Resilience and Skills; (4) Health and Wellbeing and (5) The Impact of Stereotyping Media Constructions. Young people also made recommendations about what they perceived to be the most important forms of service and government investment in their community. This research gives emphasis to the importance of including the perspectives of young people in research and in providing an opportunity for them to identify the issues of most importance. It also discusses the community impact associated with the relentlessly deficit driven approach employed by researchers and the media when examining disadvantaged communities.

The author's clinical experience with the Child Protection and Mental Health Care systems informs this brief practice-focused paper. The author posits that Secondary Traumatic Stress and Vicarious Trauma are central to understanding the impact of relationally traumatic material and the experience of individuals, families, team and the wider ecology of care systems. In particular, the author hypothesises that the tendency of systems to become fragmented in operation, with silos of sub-parts working parallel to each other, may be a natural adaptation to the ways in which traumatic experience ripples across system boundaries. This ‘ripple effect’ may lead to increasing emotional and relational reactivity, and survival-oriented inward focus of energies and efforts. The metaphor of the brain and nervous system is used to explore ideas of connection and integration in care systems. Trauma-informed leadership by individuals and teams is also touched upon in relation to reducing fear-driven clinical practice.

Complex developmental trauma impacts on neurobiological development through the creation of a frightening and unpredictable environment in which the brain develops. This early experience results in an under-developed limbic system and pre-frontal cortex. For some children and young people, their experiences of early trauma lead them into the residential Out-of-Home Care (OOHC) system. Neurodevelopmental delays that occur as a result of early trauma and abuse often become particularly pronounced during adolescence, including limited impulse control, poor emotional regulation and attachment impairments. These same delays contribute to offending behaviour and subsequent contact with the justice system. Complex developmental trauma has serious repercussions both for the individual and the society in which he or she lives. These repercussions may take the form of offending behaviour and contact with the justice system, drug and alcohol abuse, and continuing cycles of abuse and violence within families or victimisation.

Active youth participation models that tackle major social problems can promote positive youth development and wellbeing. Implementation and evaluation of youth participation models to curtail violence in families and other intimate relationships is limited. The present study reports on a process evaluation of a new youth participation model called R4Respect that features a peer-led approach to respectful relationships education, which is aimed at preventing domestic violence. The evaluation uses qualitative methods, based on interviews with youth participants and adult external stakeholders, drawing on the Tiffany–Eckenrode Program Participation Scale. The evaluation demonstrates that R4Respect is successfully engaging young people as decision-makers and peer-educators in strategies aimed at improving the understanding young people have of what constitutes respect in relationships. The R4Respect model shows that young people can fulfil an important role in the prevention of domestic violence.

Background: This research examined the impact of a programme integrating therapeutic music and group discussions (Holyoake's DRUMBEAT programme) on disadvantaged adolescents’ mental wellbeing, psychological distress, post-traumatic stress symptoms and antisocial behaviour. Method: Students displaying antisocial behaviours in grades eight to ten at three socio-economically disadvantaged secondary schools in Perth, Western Australia were invited to participate in a 10-week DRUMBEAT programme (incorporating drumming with djembes, therapeutic discussions and a final performance). Eight DRUMBEAT programmes were held in 2014. Pre- and post-intervention questionnaires measured mental wellbeing (Warwick–Edinburgh Mental Wellbeing Scale), psychological distress (Kessler-5), post-traumatic stress symptoms (Abbreviated Post-Traumatic Stress Disorder Checklist- Civilian Version) and antisocial behaviours (Adapted Self-Reported Delinquency Scale). Results: Of the 62 students completing DRUMBEAT, 41 completed pre- and post-questionnaires. Post-programme boys scored an average 7.6% higher mental wellbeing (WEMWBS) (p = .05), 19.3% lower post-traumatic stress symptoms (A PCL-C) (p = .05) and 23.9% lower antisocial behaviour (ARSDC) (p = .02). These changes were not evident for girls. No significant differences were detected for differences in psychological distress for either gender. Conclusion: This research highlights the potential of the DRUMBEAT programme as an effective, targeted strategy to reduce post-traumatic stress symptoms and antisocial behaviour and increase mental wellbeing in socio-economically disadvantaged adolescent boys.

In this article, the findings of research that had, as one aim, the exploration of the role of decision-making tools and practice frameworks in supporting the decision making of practitioners working with children and families in non-government agencies in Queensland are presented. Semi-structured interviews were conducted with 30 frontline practitioners in three agencies in five different locations. A general finding was that practitioners used a range of different tools and frameworks and found them supportive. The pertinence of these findings is discussed in relation to recent developments in the provision of services for children and families in Queensland, namely the new funding of non-government agencies to provide early intervention supportive services to children and families and the implementation of a single practice framework to guide practice across the sector. Areas for future research in Queensland are identified to further investigate the role of tools in frontline practice with children and families and which may also contribute to debates more broadly about the development and implementation of practice frameworks to support practitioners.

Parental deployment to a war zone brings many changes to family life. Changes in family roles and routines unsettle children and interfere with their educational engagement. Defence School Transition Aides (DSTAs) are employed in qualifying Australian schools to assist students from Australian Defence Force (ADF) families to manage transitions associated with a parental deployment to a war zone. Reported here are findings from a study that explored parents’, teachers’ and DSTAs’ perspectives of school-based support designed to assist students to cope with their changed circumstances when a parent is deployed. Results indicate that an appreciation of students’ worries by school personnel eased their distress. DSTAs facilitated processes whereby peers with deployed parents supported each other. Alerting teachers to an intended deployment was also found to be important as it allowed them to be alert to student behaviour changes and prepare ahead for possible student support needs. DSTAs reminded parents through school newsletters to pass on pertinent deployment-related information to the school so that a coordinated school–family approach for supporting students could be enacted. Further research is required to investigate the educational significance of student support offered by culturally aware key adults and student peers during major life transitions.

Adequately supporting the needs of maltreated and traumatised children within New South Wales (NSW) public education system schools is often frustrated by poor perception of the impact of developmental trauma on children's school-based functioning and the need for additional, specialist support; the push for, and provision of, behaviour diagnoses for these children to fund basic assistance and supervision; competing demands on an overextended School Counselling resource impacting capacity for school-based trauma informed psychological services, and seemingly stretched capacity of government/non-government agencies to reliably provide effective support. This is accompanied by a lack of understanding of behavioural signals of distress children display and underreporting to agencies; persistent, simplistic behaviourist views of children's behaviours within schools and low-level collaboration between schools and external agencies. Facilitating a trauma sensitive environment within NSW schools can ameliorate these frustrations and attend to these inadequacies in a pragmatic, achievable way. This practice paper presents a School Counsellor-led model (REWIRE) for achieving this.

In 2014, an article written by Dr Frank Ainsworth and Patricia Hansen was published in Children Australia entitled ‘Family foster care: Can it survive the evidence?’ The basic premise of the article was that evidence indicates family foster care either doesn't change the likelihood of positive outcomes for children, or makes it more difficult for positive outcomes to be achieved. Essentially, the view was that foster care is a risk to children in much the same way as there is a risk for children remaining at home with abusive or neglectful parents. As such, the authors stated that there should be a reduction in the use of family foster care, and increased efforts to keep children at home with supports. This article only came to our attention recently, and we had some issues with the conclusions that were drawn by the authors, particularly in terms of the evidence that is used to support their proposition. We were kindly offered an opportunity by the journal editors to submit this responding article.

This study evaluated Evolve Therapeutic Services, an innovative Queensland, Australian programme employing a trauma-informed collaborative wrap-round model of care in combination with a flexible intervention approach that is individually tailored to children and young people in out-of-home care who present with complex and extreme behavioural and mental health problems. The sample consisted of 768 children and young people. Three measures, the Children's Global Assessment Scale, Health of the Nation Outcome Scales for Children and Adolescents and the Strengths and Difficulties Questionnaire were used to assess functioning via a pre-post treatment design. Outcomes were assessed by comparing pre and post-treatment mean scores using repeated-measures t-tests. For estimates of differences in the proportion of children and young people in the clinical range between pre and post-treatment the McNemar test was used. In addition, surveys were completed by carers and stakeholders. Results provided a demographic profile, clinical profile and pre and post-treatment comparisons. Results revealed significant improvements across a range of problem areas: general functioning and adjustment; antisocial behaviour; overactivity and poor attention; non-accidental self-injury; problems with scholastic and language skills; emotional symptoms; peer and family relationships; self-care and independence; and school attendance. Survey data supported the outcomes from the stakeholder-rated and carer-rated measures. Findings provide ongoing evidence for the effectiveness of the therapeutic intervention programme.

In April 2016, an international work group on therapeutic residential care (TRC) met at Loughborough University in England (see Appendix A for the list of 32 participants from 11 countries). The purpose was to plan and endorse a definition of TRC, to develop key principles stemming from that definition and to promote a consensus statement about TRC that had international standing. Given the current world-wide discussion about TRC and its place in the continuum of child welfare services this was an important goal.

Literature on children's internal body knowledge has consistently indicated that knowledge about the body develops in an orderly sequence with increasing age. How much children currently know about their internal organs, however, may be influenced by the increase in health and body information available through school education programmes. As there is little recent research in this area, the present study aimed to provide an update on what Australian children currently understand about their anatomy, and to corroborate the developmental trends found in previous research. One hundred and eighty-nine school children aged 7 to 12 years were asked to draw the interior of the body in a body outline provided, with a subset of 54 children also being interviewed about their understanding of their anatomy. The developmental trends found in this study were broadly consistent with those reported in the existing literature on children's inside body knowledge, and are similar to those documented with children's human figure drawing; namely, that children's body knowledge and understanding increased with age. Although awareness of the integration of internal body parts amongst children in the present study seemed more developed than suggested in previous studies, the availability of educational resources influencing children's knowledge about their internal organs remains equivocal. Nevertheless, this research has relevance for those involved in children's health awareness and education, as well as direct implications for paediatric health care procedures.

This film is the story of Daniel Blake, a widowed 59-year-old carpenter. Daniel suffered a heart attack at work, on scaffolding, and nearly died. He has been told by his doctors that he is unfit for any strenuous work. The bureaucracy has decided, however, that as he can raise his arms, he should be spending 35 hours a week seeking work.
