How does protest affect political speech? Protest is an important form of political claim-making, yet our understanding of its influence on how individual legislators communicate remains limited. Our paper thus extends a theoretical framework on protests as information about voter preferences, and evaluates it using crowd-sourced protest data from the 2017–2019 Fridays for Future protests in the UK. We combine these data with ~2.4m tweets from 553 legislators over this period and text data from ~150k parliamentary speech records. We find that local protests prompted MPs to speak more about the climate, but only online. These results demonstrate that protest can shape the timing and substance of political communication by individual elected representatives. They also highlight an important difference between legislators' offline and online speech, suggesting that more work is needed to understand how political strategies differ across these arenas.

How do immigration attitudes form? Drawing on the political socialization literature, I argue that growing up in a recession causes a lasting increase in anti-immigration attitudes. I delineate two mechanisms that emphasize the negative consequences of recessions for young workers and the anti-immigration narrative that often emerges during economic turmoil. Young adults are particularly vulnerable to these external shocks because they have minimal political experience and are developing their core political attitudes. Support is provided for this argument with evidence from the European Social Survey. An economic shock during young adulthood causes a significant increase in anti-immigration attitudes, a relationship not found for other ages. I find tentative evidence that growing up in a recession has a larger effect on the racial and cultural dimensions of immigration and causes a broader sociotropic response. Results highlight how economic crises affect the socialization of young adults and underscore their lasting political consequences.

What are the most challenging ethical dilemmas for politicians, and how do they handle them? The classical literature on ethical dilemmas in politics has mainly explored them as conflicts between ethical principles in high-stakes decisions. However, empirical evidence of the extent to which such dilemmas accurately reflect the experience of most politicians is scarce. Drawing on extensive in-depth interviews with Swedish parliamentarians, I show that their dilemmas stem mainly from powerlessness. Powerlessness in politics manifests itself in primarily two ways: relational powerlessness, which is driven by constraints like party and constituency loyalties, and inherent powerlessness due to formal and informal barriers like constitutional mandates and limited time and resources. This study contributes to the field of political ethics by anchoring political dilemmas in everyday democratic politics and by introducing powerlessness as a new central concept. In doing so, it supplements our understanding of ethical dilemmas in politics with insights from those confronting them.

This paper studies whether media cues can motivate interest in reporting suspected unauthorized immigrants to Immigration and Customs Enforcement (ICE). Using web search data and automated content analysis of cable news transcripts, we examine the role of media coverage on searches for how to report immigrants to ICE and searches about immigrant crime and welfare dependency. We find significant and persistent increases in news segments on crime by after Trump's inauguration, accompanied by a sharp increase in searches for how to report immigrants. We find a strong association between daily reporting searches and immigration and crime coverage. Using searches during broadcasts of presidential speeches, we isolate the specific effect of anti-immigrant media coverage on searches for how to report immigrants to ICE. The findings indicate that the media's choices regarding the coverage of immigrants can have a strong impact on the public's interest in behaviour that directly harms immigrants.

While women's political inclusion is central to international conflict resolution efforts, public attitudes in conflict states towards women's political inclusion remain understudied. We expect insecurity to depress support for female political leadership in conflicts where women's political inclusion is violently contested. Citizens wanting security through force prefer male leaders because of stereotypes privileging men's military prowess. However, citizens wanting security through reconciliation also favour men for fear that female leadership would provoke more violence. We assess these expectations with experimental and observational data from the former Islamic Republic of Afghanistan. In the survey experiment, priming respondents to think about insecurity decreases support for female leadership, but only among women. In observational data, insecurity correlates with more polarized attitudes towards women's political representation in some regions and greater support for female leaders in others. Insecurity's impact on public support for female leadership in conflict states may be highly heterogeneous.

How does the decline of traditional news outlets affect political polarization? We provide novel evidence on this question by examining the link between local newspaper exits, media consumption, and electoral behaviour in a multiparty setting. Our empirical analysis combines a unique panel of all German local newspapers between 1980 and 2009, electoral returns, and an annual media consumption survey of more than 670,000 respondents. Using a difference-in-differences design, we demonstrate that local newspaper exits increase electoral polarization. Additional analysis points to changes in media consumption as the underlying mechanism driving this result: following local news exits, consumers substitute local news with national tabloid news. Our findings extend prior results in the US context to a multiparty setting and shed new light on the causal chain running from changing local news landscapes to electoral behaviour.

States often use reservations to modify their treaty obligations. Prior research demonstrates why states enter reservations and why states object to reservations, but little work explains why states withdraw them. We argue that states withdraw reservations in response to international social pressure. Using novel data on reservations and reservation withdrawals for the nine core international human rights treaties, our analyses reveal two factors that compel states to withdraw reservations: (1) pressure from peer states and (2) pressure from human rights treaty bodies conducting periodic reviews. While previous work emphasizes domestic factors, our research shows that the international community encourages states to withdraw reservations and strengthen their commitments to human rights and international law.

We argue that policy expertise constrains the ability of politicians to act on voter preferences. Representatives with more knowledge and experience in a given domain have more confidence in their own issue-specific positions. Enhanced confidence, in turn, may lead politicians to discount opinions they disagree with, producing a distorted image of the electorate. Two experiments with Swedish politicians support this argument. First, officials are more likely to dismiss appeals from voters in their areas of expertise and less likely to accept that opposing views may represent the majority opinion. Consistent with the proposed mechanism, in a second experiment we show that inducing perceptions of expertise increases self-confidence. The results suggest that representatives with more specialized knowledge in a given area may be less capable of acting as delegates in that domain. The study provides a novel explanation for variations in policy responsiveness.

How do deported migrants engage in civic and political life after being forcibly returned to their home countries? Do experiences during the migration journey impact how deportees (re)engage? We explore how extortion experienced during migration alters political and civic engagement preferences. We utilize a multi-method approach combining original survey data of Guatemalans deported from the United States and a series of qualitative deportee interviews. We find that extortion during migration has a significant direct effect on increased citizen engagement. Economic hardship exacerbated by extortion may mediate this effect. Overall, extortion experienced while migrating has long-term financial consequences for deportees, with implications for their reintegration and the broader health of civic institutions in their home countries.

Like much of the European centre-left, Britain's Labour Party has struggled to appeal to its former core working class support base in recent years. However, this is largely a failure to connect with the ‘white working class’ (WWC) specifically, whereas support among ethnic minorities remains robust. We hypothesise that Labour could be experiencing a ‘trade-off’, whereby efforts to cater to minorities harm its perceived ability to represent WWC interests. We test this thesis by examining whether WWC voters are more likely to view minority and working class representation in zero-sum terms and shun Labour when they associate the party with minority interests. We show that the WWC are somewhat less likely to view working class and ethnic minority representation as strongly correlated, and Labour's perceived ability to represent minorities is negatively associated with WWC support. This is not (primarily) about ethnocentrism. Instead, we suggest that ‘relative political deprivation’ is crucial.

There are potentially multiple sources that make it difficult to compare the typical survey measure of the left-right self-placement cross-nationally. We focus on differential item functioning (DIF) due to the different use of response scales when the left-right is framed as an aggregate dimension of policies. We also examine whether and to what extent ordinary citizens’ use of the scale is cross-nationally comparable. Our goal is twofold. First, we assess the cross-national comparability of the left-right self-placement scale using the anchoring vignette method used in nine European countries. Second, we propose a measure that quantifies the extent of DIF at the country level. Our original survey and other benchmark studies suggest that the size of cross-national DIF (CN-DIF) in citizens' use of a left-right scale is relatively small when the left-right concept is considered in policy terms and when a comparison is made between Western European countries.

Since the 1950s, the history of European integration unfolds as a unique social experiment, witnessing the transformation of a non-existent entity into an increasingly institutionalized force. This article delves into the consequences of this ongoing institutionalization on public attitudes towards the institution itself: the European Union (EU). We argue that as European institutional integration advanced, a divide in EU support between more and less educated individuals emerged, with the latter becoming progressively less supportive. Drawing on data from eighty-five waves of the Eurobarometer survey across fifteen countries and over 820,000 individuals from 1976 to 2014, a Bayesian mixed-effects analysis reveals that the gap in support between the more and less educated significantly widened with a country's level of institutional integration. This study emphasizes the necessity of distinguishing institutional effects from temporal patterns in order to enhance our understanding of EU-related public opinion dynamics.

The accountability relationship between voters and elected members of Congress (MCs) hinges on the potential for citizens to learn about legislator behaviour. In an era of declining local newspapers, local television coverage of MCs potentially fulfils this important role. However, few studies have comprehensively examined the determinants of contemporary MC coverage by local television news broadcasts. In this paper, we leverage a vast database of local television news broadcast transcripts spanning two years to identify which factors explain MC coverage. We find that MCs receive little coverage outside the general election campaign season. Media market and campaign-specific factors are associated with more exposure when coverage occurs. Finally, we find that within competitive elections, incumbents receive only a marginal advantage in coverage. These findings provide a springboard to explore further questions regarding Congress, local media, and political accountability.

Populist radical right (PRR) parties' attacks against prevailing historical interpretations have received much public attention because they question the foundations of countries' political orders. Yet, how prominent are such attacks and what characterizes their sentiment and content? This article proposes an integrated mixed-methods approach to investigate the prominence, sentiment, and interpretations of history in PRR politicians' parliamentary speeches. Studying the case of Germany, we conducted a quantitative analysis of national parliamentary speeches (2017–2021), combined with a qualitative analysis of all speeches made by Alternative for Germany (AfD) in 2017–2018. The AfD does not use historical markers more prominently but is distinctly less negative when speaking about history compared to its general political language. The collocation and qualitative analyses reveal the nuanced ways in which the AfD affirms and disavows various mnemonic traditions, underlining the PRR's complex engagement with established norms.

Right-wing candidates have rallied against same-sex marriage, abortion, and ‘gender ideology’ in several recent Latin American elections, attracting socially conservative voters. Yet, these issues are largely irrelevant to voting decisions in other parts of the region. Drawing on theories explaining partisan shifts in the US and Europe, we argue that elite and social movement debates on sexuality politics create conditions for electoral realignment. When politicians take polarized positions on newly salient ‘culture war’ issues, the masses’ voting behaviour shifts. Using region-wide multilevel analysis of the AmericasBarometer and Latinobarómetro and a conjoint experiment in Brazil, Chile, and Peru, we demonstrate that the rising salience of sexuality politics creates new electoral cleavages, magnifying the electoral impact of religion and sexuality politics attitudes and shrinking the impact of economic views. Whereas scholarship on advanced democracies posits the centrality of partisanship, our findings indicate that sexuality politics prompts realignments even in weak party systems.

Scholars have studied the carceral state extensively. However, little is known about the ‘shadow’ carceral state, coercive institutions lacking even the limited safeguards of the carceral state. Pretrial incarceration is one such institution. It often lasts months and causes large resource losses. Yet it is imposed in rushed hearings, with wide discretion for bail judges. These circumstances facilitate quick, heuristic judgments relying on racial stereotypes of marginalized populations. We merge court records from Miami-Dade with voter records to estimate the effect of this ‘shadow’ institution on turnout. We find that quasi-randomly assigned harsher bail judges depress voting by Black and Hispanic defendants. Consistent with heuristic processing, these racial disparities result only from inexperienced judges. Unlike judge experience, judge race does not matter; minority judges are as likely to impose detention and reduce turnout. The ‘shadow’ carceral state undermines democratic participation, exacerbating racial inequality.

This is a study on the inclusion of Muslims in liberal democracies in the presence of value conflict. We focus on handshaking controversies that appear to pit gender equality against religious freedom. The possible outcomes seem mutually exclusive: either conservative Muslim minorities must conform to the norms of the majority culture, or non-Muslim majorities must acquiesce to the legitimacy of conservative Muslim ideas. Using a trio of experiments to replicate our results, we demonstrate the efficacy of introducing alternative gestures of respect. Presented with a substitute gesture of respect – placing the ‘hand on heart’ – non-Muslim demands for Muslim conformity drop dramatically. The results of the handshaking experiments call out a general lesson. Thanks to the ingenuity and versatility of cultural customs to signal respect, value conflicts can be open to resolution in everyday encounters without minorities or majorities having to forsake their convictions.

Several recent studies have found unequal policy responsiveness, meaning that the policy preferences of high-income citizens are better reflected in implemented policies than the policy preferences of low-income citizens. This has been found mainly in a few studies from the US and a small number of single-country studies from Western Europe. However, there is a lack of comparative studies that stake out the terrain across a broader group of countries. We analyze survey data on the policy preferences of about 3,000 policy proposals from thirty European countries over nearly forty years, combined with information on whether each policy proposal was implemented or not. The results from the cross-country data confirm the general pattern from previous studies that policies supported by the rich are more likely to be implemented than those supported by the poor. We also test four explanations commonly found in the literature: whether unequal responsiveness is exacerbated by (a) high economic inequality, (b) the absence of campaign finance regulations, (c) low union density, and (d) low voter turnout.
