Artificial chick shelters might improve productivity of beach-nesting birds threatened by anthropogenic disturbance. We investigated the efficacy of three different chick shelter designs against four criteria: accessibility to chicks over time, thermal insulation, conspicuousness to beach-goers, and practicality (cost and ease of transport). One design (‘A-frame’) was selected because it offered the greatest thermal insulation, was the least conspicuous, most cost effective, and performed equally well in terms of accessibility. We deployed these artificial shelters on Hooded Plover Thinornis rubricollis territories where broods were present (n = 11), and compared the behaviour and survival rate of chicks to that at control sites (n = 10). We were unable to discern any difference in the behaviour of broods when artificial shelters were available. However, the survival rate of chicks to fledging was 71.8% higher where an artificial shelter was provided (n = 21 broods). This was validated by analysing data from a larger sample of broods monitored as part of an active volunteer-based management programme; shelters conferred a 42.8% increase in survival to fledging (n = 81 broods). Thus, artificial shelters have the potential to increase survival rates of threatened shorebird chicks, though the mechanisms through which survival is increased require further investigation.

Vulture populations are in severe decline across Africa and prioritization of geographic areas for their conservation is urgently needed. To do so, we compiled three independent datasets on vulture occurrence from road-surveys, GPS-tracking, and citizen science (eBird), and used maximum entropy to build ensemble species distribution models (SDMs). We then identified spatial vulture conservation priorities in Ethiopia, a stronghold for vultures in Africa, while accounting for uncertainty in our predictions. We were able to build robust distribution models for five vulture species across the entirety of Ethiopia, including three Critically Endangered, one Endangered, and one Near Threatened species. We show that priorities occur in the highlands of Ethiopia, which provide particularly important habitat for Bearded Gypaetus barbatus, Hooded Necrosyrtes monachus, Rüppell’s Gyps rüppelli and White-backed Gyps africanus Vultures, as well as the lowlands of north-eastern Ethiopia, which are particularly valuable for the Egyptian Vulture Neophron percnopterus. One-third of the core distribution of the Egyptian Vulture was protected, followed by the White-backed Vulture at one-sixth, and all other species at one-tenth. Overall, only about one-fifth of vulture priority areas were protected. Given that there is limited protection of priority areas and that vultures range widely, we argue that measures of broad spatial and legislative scope will be necessary to address drivers of vulture declines, including poisoning, energy infrastructure, and climate change, while considering the local social context and aiding sustainable development.

Jankowski's Bunting Emberiza jankowskii is endemic to China, Russia and Northern Korea, and was listed as a ‘Vulnerable’ species. The population in Dagang Forestry of western Jilin is one of the small remaining discrete breeding populations in the species' range. Very little information on the nesting biology and population dynamics has previously been published. We studied the nesting biology from 1999 to 2002 and population dynamics of the bunting from 1999 to 2006 (except 2003). A total of 74 nesting attempts were monitored. Jankowski's Bunting breeding season began in late April and usually ended in late July. Both sexes participated in nest-building, feeding young and defending the nest. Mean full clutch size for three years combined was 5.26 ± 0.76 eggs, and ranged from four to seven. Clutch size decreased with nest-initiation date. Mean hatching rate was 41.2%. Overall probability of Mayfield nest success to fledging was low for the three years, averaging 0.218 ± 0.007. The factors leading to low nest success include nest parasitization, nest predation, human activities and nest abandonment. Low survival of Jankowski's Bunting nests may be a factor in declining populations and the slow recovery of populations because of low recruitment at the population and the individual level. The population of Jankowski's Bunting in the Dagang Forestry grassland was small and declined dramatically from 1999 to 2006. The main threat is habitat loss and fragmentation due to agriculture, tree planting and housing following human colonization of the region. The habitat has been reduced in extent by c. 70% since the 1960s. In addition, grazing by domestic livestock dramatically destroyed their preferred vegetation. Furthermore, the restriction to several small, discrete sites makes the bunting inherently vulnerable to catastrophic and stochastic events that can eliminate subpopulations. Jankowski's bunting is one of the most threatened species in China and faces an unpredictable future. Maintaining the structure and general composition of remaining Jankowski's Bunting nesting habitat is important to ensure continued presence of this species in western Jilin and worldwide.

Ornithological surveys were carried out in the remnant forests of the island of Negros, in the central Philippines, over five weeks in the summer of 1991. From this work it is concluded that, without the implementation of immediate conservation measures, the global extinction of four bird species is likely to occur in the near future. These are Negros Fruit-dove Ptilinopus arcanus, Negros Bleeding-heart Gallicolumba keayi, Writhed-billed Hornbill Aceros waldeni and White-throated Jungle-flycatcher Khinomyias albi-gularis. Another four species restricted to the lowlands of Negros and the adjacent island of Panay, Visayan Tarictic Hornbill Penelopides panini, White-winged Cuckoo-shrike Cora-cina ostenta, Flame-templed Babbler Stachyris speciosa and Visayan Flowerpecker Dicaeum (australe) haematostictum, must be considered under extreme threat, and the endemic Negros Striped-babbler Stachyris nigrorum is under considerable pressure. A further twelve species listed as globally threatened are also in serious danger of extinction on Negros. This paper details the results of fieldwork and presents our conclusions and suggestions for conservation, which must include the direct preservation of the last fragments of lowland forest on the island.

The ability of birds to move through the landscape is a key parameter for ecological and conservation studies. We studied bird movements among natural vegetation patches surrounded by native grassland and tested the effect of inter-patch distance on bird movements/hour and assessed the distances travelled for species of different body mass. We made observations of 1,138 bird movements among 11 forest patches and banded 368 birds obtaining 69 recaptures (42 recaptures in the same patch where the birds were banded and 27 recaptures in other patches). We used seven patches as observation points and capture sites in the Pantanal wetland, Brazil during one year. Movements/hour decreased significantly with inter-patch distance. Median or maximum distance travelled increased significantly with body mass. Small-bodied Passeriformes, however, did not increase the distance travelled with body mass, since they seldom moved more than 286 m. The majority of forest dependent or semi-dependent birds seem able to adapt to natural fragmented landscapes. However, small forest patches may be inappropriate habitat for many large-bodied species, and it is more difficult for small-bodied species to use more isolated forest patches. Thus, size and spatial arrangement of habitat patches may act as a filter in which large and close fragments seem to protect the highest number of bird species. The findings of this study indicate that stepping stones provide a viable alternative to continuous biological corridors if the latter are not available. However, the type of species in an area and the size and distance between vegetation patches are all critical factors that must be considered in projects that aim to use forest patches as stepping stones to increase or maintain local bird biodiversity.

Recent genetic analysis of New Zealand Cyanoramphus parakeets has direct implications for conservation management. A subspecies of Yellow-crowned Parakeet, Forbes's Parakeet C. auriceps forbesi, is genetically distinct from mainland Yellow-crowned Parakeets C. a. auriceps and should be elevated to species status. Even amongst mainland populations of Yellow-crowned Parakeets there was extensive genetic diversity. Interspecific hybridization is a major concern of Cyanoramphus conservation. The near-extinction of Forbes's Parakeets by genetic swamping through hybridization with Chatham Islands Red-crowned Parakeets C. novaezelandiae chathamensis has been averted by active management, involving culling of hybrid and Red-crowned Parakeets and habitat enhancement. Despite two decades of hybridization between these species a distinct Forbes genetic type still exists, probably due to a tendency for hybrids to backcross with Red-crowned Parakeets. Hybridization between Cyanoramphus species may also be a problem in other highly modified habitats, such as parts of the Auckland Islands. More information is needed to determine the extent of this problem. Captive populations include a significant proportion of interspecific hybrids and therefore should not be used as founder stock for releases into the wild, as has been done in the past. The Orange-fronted Parakeet should be reinstated as a separate species, Cyanoramphus malherbi, rather than a colour morph of Yellow-crowned Parakeet, at least until conclusive evidence is available to resolve the question of its taxonomic status. The conservation of this very rare species (and indeed all species of Cyanoramphus)- has been severely handicapped by lack of scientific information on which to base management decisions.

Recent advances in bird tracking technologies are revealing that migratory birds use temporal staging sites other than breeding and wintering areas, and these areas deserve conservation efforts. Eleonora’s Falcon Falco eleonorae is a long-distance migratory raptor that breeds colonially on islands and is considered a priority species for conservation. Anecdotal observations indicate that during the pre-breeding period, Eleonora’s Falcons stay in inland areas far away from the colonies, but, to date there are no detailed data concerning the connectivity between these areas and breeding colonies. Using satellite telemetry, we analysed data from four summering events belonging to three individuals breeding in two colonies in the Western Mediterranean (Spain). All of them made inland movements in areas up to c.400 km distant from the respective breeding colonies, visiting several habitats, from forests to arable lands, probably taking advantage of high densities of insects. Perturbations occurring in these areas could threaten Eleonora’s Falcons with serious consequences at the population level. We suggest that conservation measures implemented at breeding and wintering grounds may not suffice and that temporary staging areas should be identified at a larger scale and deserve protection as well.

This study presents the first multivariate analysis of hornbill vocalizations and the first bioacoustic study of any Philippine hornbill species. We analyzed loud calls of two Philippine hornbill species, the Rufous-headed Hornbill Aceros waldeni and the Visayan Hornbill Penelopides panini panini, to assess the possibility for their use in individual identification.

Our study showed that individuals of the two studied hornbill species can be identified on the basis of their loud calls, which means that these calls potentially contain information about the caller. Discriminant analysis classified 89% of individual Rufous-headed Hornbills and 90% of individual Visayan Hornbills correctly. The acoustic variables describing the most variation among individual Visayan Hornbills were spectral variables (second amplitude peak) and temporal variables (location of the maximum amplitude and call duration). The calls of individual Rufous-headed Hornbill were differentiated mainly by spectral variables (the fundamental and the first harmonic frequency, and additionally the upper quartile of the frequency range). Frequency parameters in Rufous-headed Hornbill calls were significantly lower than those in Visayan Hornbills. The use of acoustic monitoring of individuals as a non-invasive marking technique could help to monitor hornbill individual life history and to improve census data using capture-mark-recapture technique.

Hunting and its associated management have significant costs and benefits for biodiversity conservation, which makes this socio-economic activity highly controversial at both international and regional levels. We investigated relationships between management for small game species (mainly Red-legged Partridges Alectoris rufa and rabbits Oryctolagus cuniculus) and both abundance and richness of farmland and scrubland songbirds, raptors and ground-nesting birds, and on the abundance of three species of conservation concern (Little Bustard Tetrax tetrax, Eurasian Thick-knee Burhinus oedicnemus and Montagu’s Harrier Circus pygargus) in southern Portugal farmland. We compared 12 game estates and 12 matching areas with similar sizes and land uses but no game management. Richness and abundance were estimated from fixed point counts, and were related to game regime (managed or unmanaged), habitat characteristics and census period. Our results showed that game management was associated, albeit weakly, with higher abundance of raptors and ground-nesting birds, but no relationship (either positive or negative) was found for other guilds and species. Habitat was generally the most important factor explaining bird species richness and abundance. Our results suggest possibilities for promoting management systems that could maximize both hunting sustainability and conservation value of managed areas, particularly when management helps to improve or maintain beneficial habitats or practices for farmland birds.

To develop conservation strategies for vulnerable seabird species that need attention, it is important to know which factors influence their breeding productivity. Predation of eggs and chicks can have large influences on seabird reproduction, especially when human disturbance facilitates predation. On Dyer Island, Kelp Gulls Larus dominicanus prey on Cape Cormorant Phalacrocorax capensis eggs and chicks, whereas Cape fur seals Arctocephalus pusillus pusillus prey on Cape Cormorant fledglings in the waters surrounding the island. Kelp Gulls were estimated to predate 3.8% of the total number of Cape Cormorant eggs and 2.0% of the chicks on the island. These percentages can be expressed as a loss of 4.8% of Cape Cormorant fledglings, which is low compared to the estimated 24.3% mortality of Cape Cormorant fledglings by Cape fur seal predation. Human disturbance facilitated Kelp Gull egg and chick predation and increased the mobbing of cormorant fledglings by Kelp Gulls. Cormorant egg predation by gulls was more frequently reported in the late afternoon. Seal predation was more abundant at the northern side of the island compared to the southern side, was recorded more frequently in the morning, and increased through the breeding season. The altered abundance and distribution of prey, the availability of suitable breeding habitat and mortality from avian cholera, have also influenced the Cape Cormorant’s population size. Hence, the possibility that Cape Cormorants may be locked in a predator-pit, where seals and gulls prevent the population from increasing in size, needs further attention.

Specially trained dogs are used to locate many threatened bird species in New Zealand during conservation management and research projects. Systematic searches were made in four forest patches in Northland where many Brown Kiwi Apteryx mantelli had been fitted with bands, wing tags, transponders or radio-transmitters over a 12-year period of experimental management. The percentage of subadult birds found by dogs increased in line with predictions from population models of the changing age structure of the population. The dogs independently found radio-tagged adults and subadults in close proportion to their known abundance. Dogs proved to be an excellent tool to determine the age structure of a kiwi population. With knowledge of the life history of the species involved, this information was used to make an accurate assessment of the conservation status of the study population of Brown Kiwi in Northland. Our results also support the recent downgrading of Little Spotted Kiwi Apteryx owenii from ‘Vulnerable’ to ‘Near Threatened’, which was based partly on healthy age ratios found during dog searches on Kapiti Island, rather than on results from a study of their breeding biology on the island which showed unsustainably low chick recruitment.

The Norfolk Island Boobook Ninox novaeseelandiae undulata is confined to the small, isolated Norfolk Island group, an Australian territory. On morphological and biogeographical grounds, it is here classified as a large, distinctive subspecies of the New Zealand Morepork N. novaeseelandiae. In 1986 only one specimen, a female, survived. A shortage of large trees with suitable nesting holes appeared to be the immediate problem. The Australian Nature Conservation Agency, islanders and New Zealand wildlife authorities have cooperated in an attempt to re-establish an owl population in situ. Nest-boxes were erected in trees in the area frequented by the female and were used readily as roosts. In September 1987, two male New Zealand Moreporks were introduced. The female paired with one male and produced four hybrid F offspring (in 1989 and 1990). Two of these paired in mid-1991 and have since produced five F offspring (two in 1993 and three in 1994). The original female remains paired but now appears to be reproductively senile. At present there seems to be a shortage of mature males, since two female offspring are paired and both lay eggs and attempt to incubate them in the same nest; and a lone female has established a territory. In early 1995 all eleven owls appeared to be alive in the wild. The effort is low-cost, requires relatively little manpower, is carried out with minimal disturbance to the owls, and goes hand in hand with other conservation programmes.

Stable isotopes (δD, δ13C, δ15N) were measured in adult and juvenile Amur Falcon Falco amurensis feathers to understand the migratory connectivity of this species. Using the OIPC (Online Isotopes in Precipitation Calculator) and a calibration curve for American Kestrels Falco sparverius we predicted the breeding range of South African Amur Falcons in the Palaearctic. δD values for juvenile feathers (mean ± SE = -58.1 ± 2.5‰, range -83.9 to -25.7‰) and predicted Palaearctic annual precipitation values indicated that juvenile Amur Falcons in South Africa originated from across their entire Palaearctic range. This rejects the leapfrog migration hypothesis and suggests the widespread movement of birds south, with a funnelling effect into the subregion where they become concentrated over a narrower distribution range. Adult δDf values were more depleted (-37.4 ± 1.8‰, range = -71.3 to -9.3‰) than predicted annual precipitation values for sites where feathers moulted in South Africa (-20.2 ± 0.9‰) but there was no correlation between δDp and δDf. This, together with significant variation of δ13C among sites and annual fluctuations in roost sizes, suggests that roost site fidelity is low in the overwintering range. Populations not confined to breeding sites in South Africa are able to move widely across the subregion, feeding on a broad range of arthropods that become seasonally abundant during the austral summer. Total population estimates for South Africa are significantly lower than global estimates so a significant proportion of the population may not overwinter in South Africa or global populations are significantly lower than estimated. In South Africa, roosts that number hundreds to thousands of individuals are often in large exotic trees, e.g. Eucalyptus sp. They are often tolerant of disturbance at roosts which may be of little concern for their conservation. Habitat changes in the overwintering range in South Africa though, particularly due to agriculture, afforestation and strip mining, may affect global population numbers. There is also concern over the persecution of birds along their migratory route.

We tested the hypothesis that endemic bird species of the Brazilian Atlantic forest are more sensitive to forest fragmentation than non-endemics in a fragmented landscape in northern Paraná state of southern Brazil. Levels of sensitivity (high, medium, and low) were previously determined in the landscape based on the occurrences of bird species in 14 forest fragments. We evaluated 112 forest bird species and found that endemic species were more sensitive than non-endemics. Among the endemic species, highly sensitive species tended to have smaller geographic ranges. In a second analysis, we determined that birds at the edges of their geographic ranges in northern Paraná were more vulnerable to forest fragmentation. Combining both factors we found that endemic birds at the edge of their ranges were the most sensitive to fragmentation. Our results suggest that endemics and species at the edges of larger ranges might need larger tracts to ensure their continued existence within that region. Our results, however, also indicate that even small forest fragments may have considerable value for non-endemics and for species closer to the centres of their ranges.

Understanding habitat requirements is vital for developing successful management strategies for threatened species. In this study we analyse the habitat selection of two globally threatened waterbirds (Marbled Teal Marmaronetta angustirostris and White-headed Duck Oxyura leucocephala) coexisting in an internationally important wetland (El Hondo Natural Park, south-eastern Spain) at three spatial scales. We surveyed adults and broods of these species fortnightly during two consecutive years and we related density and presence of birds to several habitat variables. At a pond-selection scale, the density of both species was related to the surface area of the ponds, with Marbled Teal showing avoidance of medium-sized ponds, and White-headed Ducks strong selection for the largest ponds. Within ponds, Marbled Teal avoided open waters, and was mainly associated with Phragmites reedbeds, but also selected areas with saltmarsh and Scirpus vegetation, especially for brood-rearing. White-headed Duck made more use of deeper areas with open water, especially in winter, and Phragmites was the only emergent vegetation with which it associated. When breeding success was very high in 2000, strong creching of broods was observed in White-headed Duck, but not in Marbled Teal. In order to provide suitable habitat for both species, there is a need to maintain spatial diversity with a combination of large wetlands suitable for both species and small, vegetated ones suitable for the Marbled Teal.

Dog predation has been cited as an important factor in the decline of the threatened Kagu of New Caledonia but direct evidence of predation was restricted to single kills. Here we report the first documented case of multiple Kagu deaths caused by dogs, which occurred at our 200 ha, high-altitude (800-1,300 m) study site on Pic Ningua. The deaths were discovered because we were radio-tracking Kagus there as part of our behavioural study on the birds. In 1993 we found 20 Kagus either dead (15) or wounded (5; one survived) from dog attacks in four distinct episodes over a 14-week period from late April to early August. Two other birds whose older remains were found also probably died from dog attacks. Of the 22 birds 18 wore radio transmitters; the four non-radio-tracked birds were found by chance. Dogs errant from a nearby tribal village were strongly implicated in carrying out most, if not all, of the attacks. They climbed around 1,000 m in altitude to reach the study site and attacked birds there on repeat visits to the site. The apparent recent disappearance of Kagus in forest neighbouring the study site suggests the dogs caused the deaths of most of the birds on the peak. Dog predation is probably an ongoing problem for the Kagu and the attacks at Pic Ningua are probably not an isolated incident. Protecting birds outside Riviere Bleue Park from dogs will require: (1) establishment of additional intensively managed reserves; (2) continuing education of the public and administrators about the need for Kagu protection and associated dog control; (3) involvement of tribal communities in Kagu conservation; and (4) enforcement of dog control laws. The events at Pic Ningua demonstrate the necessity for additional and non-connected reserves to safeguard against catastrophes and increase the probability of long-term Kagu persistence in the wild.

This is the first study reporting the population status and reproductive biology of the Eleonora’s Falcon in Algeria. To determine the status, nest site selection, and breeding parameters, data were collected at Chetaïbi, north-east Algeria in 2010 and 2012. During this period, the number of breeding pairs decreased from 130 to 100, which represents an annual decrease rate of 12.29%. The mean clutch size was 2.6 ± 0.5 (n = 90) and 2.9 ± 0.4 (n = 34) in 2010 and 2012, respectively. Clutches displayed a low rate of hatching (56% and 41%) and productivity decreased from 0.8 chicks/nest in 2010 to 0.4 chicks/nest in 2012. Breeding outcome and productivity were negatively related to sun exposure and were weakly linked to hatching date in 2012 but not in 2010. Although fluctuations in population size have been reported across the species’ breeding range, our results suggest that the Algerian population of Eleonora’s Falcon is experiencing a sharp decline in recent times that also involves the near extinction of a small neighbouring colony. Apart from the effect of environmental factors on breeding performance, this negative population trend is likely to be explained by increasing anthropogenic pressures associated with an upsurge of recreational activities on and around the island as well as the introduction of mammal predators. Active management across the country is urgently needed to mitigate such pressures and ensure the long-term persistence of a bird listed as a priority species for conservation.

The Aquatic Warbler Acrocephalus paludicola is a globally threatened habitat specialist that breeds in open fens in Central and Eastern Europe. Because bush and reed encroachment threaten many suitable breeding areas, habitat management is necessary to maintain the open wetlands that Aquatic Warblers require for nesting. The effectiveness of mowing as habitat management has so far only been assessed by counting the number of singing males. To assess whether mowing also affected vital reproduction parameters, we analysed Aquatic Warbler productivity in the Biebrza National Park, Poland, on plots in four different successional stages after mowing. Our study showed that productivity was lowest in the first year after mowing, but increased to the highest levels in the second year after mowing. The productivity differences between areas at different stages after mowing resulted from differences in nest density, since we found little evidence for an effect of mowing on nest survival or the number of fledglings produced per successful nest. Nest survival was highly variable between years and varied mostly with nest age and nest initiation date. The density of singing males was positively correlated with both the nest density and the number of fledglings produced in an area, suggesting that this simple indicator could be used to rank the quality of Aquatic Warbler habitats. We recommend that in mesotrophic fen mires, such as the Biebrza valley, mowing as habitat management is applied less frequently than every second year.

Tropical land cover change has negatively affected numerous migratory bird populations. Forest restoration can augment migrant wintering habitat. However, almost no information exists about factors that influence migrant use of tropical restoration sites. We sampled migrant birds in young restoration sites in Costa Rica from February 2006 to April 2008 to determine how vegetation height, planting design, season, and landscape forest cover influenced capture rates of four declining species. We also documented total numbers of migratory species and individuals captured in each planting design treatment; each site had a control treatment where seedlings were not planted, an island treatment where seedlings were planted in patches, and a plantation treatment where seedlings were planted to cover the entire area. Sites varied in landscape forest cover within 500 m buffers. Three out of four focal species were captured significantly more often in plantation treatments than island or control treatments. Two of the four species showed seasonal patterns and one species was captured more often in high-vegetation sites. Greater numbers of species and individuals were captured in plantation treatments compared to island and control treatments. The plantation planting design increased migrant use more quickly than the island planting design. When resources are available, we recommend planting plantation-style to rapidly increase the value of restoration sites to a range of species, particularly those that use woody vegetation. When resources are more limited, planting islands may be a cost-effective, although not as ecologically effective, alternative that supports a diversity of migrant species compared to unplanted controls.

The Critically Endangered Liben Lark (formerly Sidamo Lark) is known only from the Liben Plain of southern Ethiopia, where rapid grassland deterioration is driving the species towards extinction. Fieldwork on the Liben Plain in May 2009 to assess changes in habitat and population since June 2007 recorded a significant deterioration in habitat and decline in numbers. In both 2007 and 2009, birds were associated with areas with greater than average grass cover, and in 2007 with areas of higher grass. However, between 2007 and 2009 there was a significant decline in grass cover and height, a 40% decline in number of birds recorded along repeated transects, and a contraction of 38% in the occupied area of the Liben Plain. Moreover, the cover of bare ground increased more in areas where the species was recorded in 2007 than at random points, suggesting a more rapid degradation of the best sites. There was also a loss to arable agriculture of 8% of the grassland present in 2007. Invading fennel plants increased in number and area on the plain but did not appear to influence the distribution of the lark. An analysis of NDVI showed that grassland deterioration could not be explained by drought, and the most likely explanation is that grassland quality is suffering from overgrazing. Predictive modelling suggests that, apart from a smaller and politically insecure area some 500 km to the north-east near Somalia, there is no suitable habitat for this species elsewhere in the Horn of Africa. As a matter of extreme urgency, cattle exclosures need to be established on the Liben Plain to allow grassland regeneration. This may require the ploughing of land to reduce soil compaction and re-sowing with local grass species. In the longer term, further degradation of the plain should be prevented by, for example, clearing encroaching scrub to increase grassland area and reduce grazing pressure, and by developing sustainable rangeland management practices. These actions have the full and active support of local pastoralists.
