Summary
The Centre's basic administrative structure gave rise to relatively little discussion during the Convention's drafting (History, Vol. I, pp. 28, 30; Vol. II, pp. 55/6, 76, 94, 107, 685, 690, 750, 954). The idea of creating a smaller Executive Committee in addition to the Administrative Council did not prevail (at pp. 121, 481/2, 560/1, 685, 688/9, 716–718, 966).
The Report of the Executive Directors on the Convention states that simplicity and economy consistent with the efficient discharge of its functions characterize the Centre's structure.
