Bye-Laws made under Section 38(2) (a) (iv) and (ix) of the Town Council Ordinance as enacted by Section 20 of the Town Councils Law Amendment Ordinance, 1927
1. These By-Laws may be cited as the Town Councils (Accra Lorry Park) Bye-Laws, 1929.
2. In these By-Laws –
‘Motor Car’ means any motor car within the meaning of the Motor Traffic Ordinance, 1925, plying for public hire or fares between the Town and any place outside the municipal limits of Accra and vice versa.
‘The Town’ means the Town of Accra as defined by Proclamation No. 4 of 1929 except
(a) ALL that portion of the Northern Ward that lies to the North of Castle road
(b) ALL that portion of the West Ward that lies to the West of Korle Lagoon
(c) the East Ward
(d) the East Central Ward.
‘The Park’ means the Lorry Park established on the site between the junction Rowe Road and Boundary Road.
3. The Park shall be open for the use of motor cars daily from 6 a.m. to 6 p.m.
4. A fee of sixpence per motor car and [?] pence per trailer shall be payable to the attendant at the entrance of the Park for each day which the Park is used by the motor car and trailer. The attendant shall issue a ticket to the driver showing the amount paid, the date of issue and the registered number of the motor car and trailer. The ticket will be available for the day of issue only and for the motor car and trailer indicated thereon only and shall not be transferrable.
5. Every driver of a motor car shall each day on first entering the Park pay to the attendant the prescribed fee and shall [a]ccept the prescribed ticket. On each subsequent entrance to the Park on that day, the driver shall produce his ticket to the attendant and any driver failing or refusing to produce a valid ticket shall be deemed to be first entering the Park and shall pay the prescribed fee.
6. Every driver of a motor car shall observe the following regulations:
(a) he shall begin the journey from the Town inside the Park;
(b) he shall end the journey to the Town inside the Park;
(c) he shall enter the Park by the entrance gate in Rowe Road and shall leave by the exit in Boundary Road;
(d) he shall stand his motor car in the Park only in such spaces marked therefor as may be indicated to him by the Police Officer or other person on duty for that purpose;
(e) he shall not stop his motor car in the approach way to such standing space;
(f) he shall when occupying a standing space secure his motor car from movement by keeping the hand brake on or adopting other effective means;
(g) he shall before driving away from the standing space remove any article placed against the wheel of his motor car;
(h) he shall while in the Park avoid all unnecessary noise likely to be caused by racing of the engine or by sounding the horn or other warning instrument;
(i) he shall pick up and place in the receptacle provided for that purpose any rubbish thrown into the Park from his motor car by any person conveyed therein;
(j) he shall not suffer his motor car to remain in the Park after 6 p.m.
7. No person shall smoke or kindle any fire or use any naked light in the Park.
8. Any person bringing any produce or goods into the Park by motor car shall not suffer the same to remain therein for a longer time than is necessary in the circumstances.
9. Any person who infringes any of these by-laws shall be liable on summary conviction to a fine not exceeding FIVE POUNDS.

Appendix B Achimota Transport Terminal Rules and Regulations for Transport Operators, 2009
The Accra Metropolitan Assembly (AMA) considers the Achimota Transport Terminal (ATT) as one of a kind in Ghana, and indeed within the West African Sub-region. The desire of AMA to replicate the ATT in other areas will depend, to a large extent, on the prudent and effective management of the terminal.
It is in the light of this that management, with approval by AMA, has set forth the under-listed rules and regulations in the management of the ATT.
The rules and regulations include but [are] not limited to the following:
1. All transport operators shall enter into agreement with management prior to the conduct of business at the terminal.
2. That all operators shall furnish management with a list of all their fleet and registration numbers of vehicles before commencement of business at the ATT.
3. That operators cannot change or add to routes they applied for and approved by management. Any such action shall be by approval of management.
4. That no operator shall admit/allow any other operator who has not registered with management to do business at the Terminal.
5. That operators shall pay a daily toll as set out and approved by AMA.
6. That other approved rates and fees shall be paid as specified in the tenancy agreement.
7. That operators shall ensure that the terminal is kept clean.
8. That operators shall use the waste bins provided at the terminal for waste disposal at all times.
9. That urinating or defecating at any part of the terminal is prohibited.
10. That no repairs or maintenance of vehicles shall take place at the terminal.
11. Washing and/or sweeping (inside) of a vehicle within the terminal is prohibited.
12. That no livestock/goods shall be kept within the terminal (upon arrival) for more than two (2) hours.
13. Operators shall not allow hawking or preaching on their vehicles within the terminal.
14. That operators shall not walk on the lawns within the islands or sit on the fringes of the concrete casings or sleep at unauthorized places at the terminal.
15. That operators shall not harbour any person who does not work at the terminal at their assigned loading areas.
16. That there shall be no use of megaphones and/or other forms of announcing gadgets within the terminal other than the Public Address System used by management.
17. That any item(s) left in vehicles by commuters and found shall be promptly deposited at the information desk for further action.
18. That operators shall drive within specific speed limit at the terminal (20 km/h).
19. Conflicts that arise between parties shall be resolved amicably through management and within general conventions.
There shall be THREE (3) levels of conflict-resolution management:
Level 1 … Management
Level 2 … Liaison Officer (MRE-AMA)
Level 3 … Chief Executive (AMA)
20. Operators plying the northern and other corridors shall drop off passengers at the Terminal (ATT) enroute to the Central Business District.
21. Operators are accepted to transact business at the ATT on condition that, in Accra, business shall be transacted from the ATT only.
22. Contravening any of these rules and regulations shall be a basis for the termination of the agreement to operate business at the Achimota Transport Terminal.
