In a collection of Hatt-ı Hümayuns (Imperial Edicts) at the Ottoman Archives in Istanbul, I located the Ottoman translation of the Greek Declaration of Independence. This article examines the terminology that Ottomans used to interpret the language employed by the revolutionary Greeks. The goal of this study is to examine Ottoman attempts to define the rebels and conceptualize the inner motive behind the revolt of their subjects. This article argues that confiscated documents such as the Greek Declaration of Independence contributed to the familiarization of the imperial authorities with the ideological background to the rebellion and the reasons that triggered it.
How did social democracy seed new forms of politics that came of age in the global revolts of 1968, exposing its contradictions and compromised foundations, and hastening its demise after 1976?
The secessionist state of Biafra enacted a propaganda campaign that simultaneously built support for its war of independence (the Nigerian Civil War, 1967–1970) and fostered nationalism. Integral to this effort, although understudied, were the currency, stamps, posters, and cartoons artists produced while working for the government. Putting these materials in dialogue with print and radio propaganda, and the Ahiara Declaration (the culminating treatise of Biafran nationalism), this article demonstrates how visual propaganda actualized a nation, constructed national identity, positioned Biafra as a foil to an irredeemable Nigeria, and defined a citizenry. Through the materials they created, artists shaped Biafra’s national consciousness.
Antitrust policy aims to reduce market concentration and increase competition among firms. Contemporary antitrust is sensitive to both domestic and international considerations. Internationally, the market is dominated by the largest firms, raising questions about the competitiveness of domestic firms and the application of antitrust against foreign firms. Domestically, public support for antitrust is needed for continued enforcement. This paper examines how international markets shape public support for antitrust in the United States. Using media analysis, we find that antitrust is increasingly in the news, and that international competition is referenced in antitrust debates. We theorize that support for antitrust is shaped by concerns for the competitiveness of domestic firms, relative to foreign competition, and that these concerns vary based on individuals’ levels of nationalism. We test our theory using a survey experiment and find that individuals are especially concerned with being placed at a disadvantage relative to foreign competitors. Interestingly, we find that using antitrust laws against foreign firms yields divergent reactions—highly nationalistic Americans increase their support for strong antitrust laws, while those with low levels of nationalism decrease support. The paper highlights the importance of global competition in shaping preferences for domestic regulation.
This essay argues that Russia's war on Ukraine and the post-Soviet experience, more generally, reveal ethical, empirical, and theoretical problems in the study of nationalism in the region; namely, the tendency to designate anti-colonial, non-Russian nationalism as a “bad” ethnic type and the related tendency to see opposition to it as a “good” civic, nationalist agenda while in reality, the latter agenda can be imperial. Conflation of imperialism with civic nationalism and underappreciation of the democratic potential of non-Russian nationalism are problematic. The essay argues that these problems stem from theorizing about ethnic and civic nationalism that is rooted in abstract principles and does not take into account the empirical realities in which specific policies originate. I suggest that a more ethically and theoretically accurate characterization of types of nationalism as good or bad can be achieved by applying a methodology that takes into account not only formal markers of “ethnic” and “civic” policies but also the realities proponents and opponents of a given policy seek to establish and undo, the methods by which these realities come into being, and the constraints on employing illiberal methods that political actors face.
‘Every year Ireland becomes more and more Americanized’, or so the famed journalist W. T. Stead believed at the turn of the twentieth century. But what did people understand by ‘Americanisation’ and who was doing the Americanising? The term was not uncommon in the nineteenth and early twentieth centuries, used by a range of political figures, writers and commentators, typically with reference to mass migration. At the time of Stead’s comment nearly two million Irish-born people resided in the United States. Through their communications and return journeys to Ireland, emigrants became the primary image-makers of America in Ireland, making distinctive interventions in the development of political ideas and organisational models in Ireland. This chapter examines perceptions of the impact of the United States, and Irish America, on Irish politics and how different American influences were welcomed, withstood, filtered, and were in competition with each other in the period from the end of the Great Famine to the 1920s. They made significant contributions to different types of political activity in Ireland, but they were always entangled with a range of other transnational influences.
The conclusion sums up the main arguments of the book on the formative albeit discreet role of caravan trade in the political economy of the Middle East both during and after the Ottoman period. It draws on this history to challenge recent directions in the history of the Middle East by advocating for inner perspectives on connections thanks to the crossing of endogenous documentation (in Arabic and in Ottoman) with foreign sources, more attention for legacy, resilience and slowness in a period of rapid technological and political transformation. The history of caravan supports a new way of considering the Middle East from inside. It also offers insights on the background of debates over past carbonisation and present decarbonisation.
As Chapter 4 has already made clear, this chapter is not another caravan-to-car story. Nor is it another case study of threatening mobility vs. governmentality. It is rather a continuation of Chapter 4 on the transformations of economic and political geography that put caravans to the test. Building on Chapter 4 and contrary to developmentalist notions of modernisation, this chapter argues that the end of caravans was a cumulative process, just like its persistence until the interwar period. New kinds of territorialisation (automobility and what I define as the ‘evening of mobility’ were part of it, indeed) fostered gradual disintegration and divergence across the caravan regional market. This would gradually erode the caravans’ raison d’être and deepen their transition to shorter routes while camels and traders would find new employments.
This chapter details Schopenhauer’s critique of a key modern ideology that grew increasingly strong during his own lifetime: nationalism. First, it notes how Schopenhauer argued that ethnic sameness cannot ground any moral obligations of individuals. Second, it turns to Schopenhauer’s critical dissolution of teleological national history, according to which nations are collective agents with a singular fate. For him, nations were not unified subjects with one shared destiny. Third, it reviews his caustic comments on the increased importance of the vernacular in scholarly communication and the attempt to establish an exclusively German literary canon. To Schopenhauer, nationhood was not even a useful category of cultural appreciation. Through this reconstruction, Schopenhauer emerges as a fierce antinationalist who questioned the importance of the nation as a supposedly cohesive community of mutual care, a unified historical subject, or even a meaningful cultural phenomenon.
Anthony D. Smith, in one of his earlier, less debated, works – Nationalism in the 20th Century (1979) – examines phases of nationalism in the modern era, suggesting that nationalism has taken various forms before and during the 20th century. He argues that nationalism’s adaptability is at the core of its persistence, adapting to changing situations such as fascism and communism. As a result of this adaptability, nationalism still flourishes today. This article applies Smith’s theory to explore the interplay between cultural and material factors in the evolution of nationalism in Ireland. It identifies five ideological phases – revolutionary nationalist, protectionist, liberalising, neoliberal, and ecological – to which nationalism has adapted, and within which nationalism has influenced various aspects of Irish society. These phases are situated within a broader ideological and material context, analysing obliquely the Irish language (a core element of Irish nationalism), and related to changing processes of individualization.
Russia's war against Ukraine has had devastating human consequences and destabilizing geopolitical effects. This roundtable takes up three critical debates in connection with the conflict: Ukraine's potential accession to the European Union; the role of Ukrainian nationalism in advancing democratization; and the degree of human rights accountability, not just for Russia, but also for Ukraine. In addition to challenging conventional wisdom on each of these issues, the contributors to this roundtable make a second, critically important intervention. Each essay explores the problem of concealed political and normative commitments within much of the research on Russia's war against Ukraine by unearthing biases intrinsic to particular conceptualizations. The collection also questions the perceived separation between “interests” and “values” that permeates policy analysis. This roundtable further draws attention to the ethical problems that scholars and policymakers bring to policy debates through the occlusion of their preexisting political commitments. It argues for greater transparency around and awareness of the ways in which values, not just evidence, inform research findings and policy positions.
This chapter analyzes Schopenhauer’s political beliefs in the context of his biography. Schopenhauer was a well-traveled son of a merchant who failed to gain a foothold in academia and never pursued another career in the professions, business, or government. Without traditional prospects, he settled into a rentier existence. He retained much of his background’s bourgeois attitudes toward property, individual industry, and frugality, but since he was confined to a life outside professional circles, he came to occupy an outsider position and opposed both conservatives and progressives, orthodox Christians and secular radicals. Committed to the idea of a natural intellectual elite, he was skeptical of collective political movements, such as the nationalism and socialism of his own time. Yet he was also critical of the traditional aristocracy with its relative independence from the modern state. His preferred political regime was a nondemocratic, monarchical statism that would protect individuals and their property.
Why could politicians of religious minority backgrounds become national leaders in some countries soon after modern representative institutions were adopted, whereas in some other countries, almost all the national leaders have been from the religious majority background for decades if not centuries? I argue that the most important factor explaining the incidence of national leaders of a religious minority background or lack thereof is whether the main adversary in the constitutive conflict that established the nation-state was of the same religious sectarian background or not. Nations established in a constitutive conflict against an adversary of the same religion are much more likely to have national leaders of a religious minority background. Furthermore, political leaders of religious minority backgrounds have three “secular” paths out of their marginality, which is also determined by the combination and nature of the primary external and internal conflict of the nation. I examine these paths through the cases of Britain (liberalism), France (socialism), and Hungary and Italy (nationalism). Finally, I examine a world-historical example of pattern change, the rise of Catholic-origin national leaders in previously Protestant-led Germany, which was due to a new constitutive conflict (World War II and the Holocaust) that altered the national-religious configuration.
This article reviews the literature on nationalism and ethnic mobilization. I first discuss the different strands of research in the field, highlighting three key sources of division that characterize existing literature: geography, ethnic cleavage type, and strategy of mobilization. Arguing that the lack of dialogue between different niches of research can undermine the accumulation of general knowledge, I propose an integrated perspective on nationalism and ethnic mobilization that serves to assimilate findings from these separate niches. I conclude by discussing how such an integrated perspective can enhance our knowledge of the causes, dynamics, and consequences of ethnic mobilization.
Even after seven decades since it came into force, examinations of the Indian Constitution remain partial and incomplete. It is not widely known that the original ratified copy of the Constitution also makes a visual argument through the opening pages of every part. These elaborately crafted artworks, which are entirely negated in Indian scholarship, are structured in the form of a teleological and linear narrative, encompassing a claim of an unbroken link to an immemorial civilisation. Based on archival research and a hermeneutic that combines imaginal analysis, literary theory, historical scholarship and constitutional jurisprudence, this article will demonstrate that these constitutive images are the aesthetic foundation that imaginally binds the constitutional subject and the collective citizenry, and this article will show how its negation is closely tied to a foundational ambivalence that endures in constitutional law.
This chapter canvasses coalitions for and against pluralism that emerged with the foundation of the Republic of Turkey. It shows that while the early nation-builders pursued a unitary, ethno-nationalist project, Kemalism also entailed an “embedded liberalism” inherited from late Ottoman modernization, including resources for eventual democratization. Throughout the twentieth century, political actors sought to mobilize these resources toward pluralizing the political system across a series of critical junctures (e.g., the 1920s’ cultural revolution; the 1950 transition to multiparty democracy; successive coups in 1960, 1971, and 1980; and a 1997 “postmodern coup.”) Across these junctures, the chapter argues, there were only two pronounced periods of secularist/Islamist cleavages. More often, conflict was driven by significant, cross-camp cooperation and intra-camp rivalry. Tracing when and why pluralizing and anti-pluralist alignments succeeded or failed, the chapter captures a key dynamic: the installation of an ethno(-religious nationalist project – the Turkish-Islamic Synthesis (TIS) – as national project, even as ideas and actors invested in pluralization continued to mobilize.
This chapter traces Ottoman responses to the challenge of Europe’s rise and global hegemony – responses that engendered two emergent properties: religious disenchantment and growing resentment at the loss of Muslim primacy. These properties informed new political programs in the buildup to and during critical junctures. Milestones included the Tanzimat (1839) and subsequent, Young Ottoman reforms led by bureaucrats and intellectuals. The result was a framework for multicultural citizenship – an Islamo-liberal project. It bore fruit in the first Ottoman constitution (1878), but was soon suspended by Sultan Abdülhamid II (r.1876–1908/9) who instead developed (pan-)Islamism as a political program. His authoritarian rule, in turn, spurred a coalition of liberal and proto-nationalist Young Turks to revolt (1908), launching the “second constitutional period.” The revolution was then captured by an illiberal Triumvirate espousing a more unitary, proto-nationalist project. No linear or teleological process, the chapter reveals that contests were driven by the complex interplay of ideas, actors, and contextual pressures. These forces informed a new menu of programs for managing religion and diversity that would outlive the empire itself: Islamo-liberalism, liberalism, Islamism, and Turkism.
This chapter grapples with a major tension in interdisciplinary Turkish/Middle Eastern area studies, comparative politics, and the study of religion and politics: namely, how to deal with the persistence of Orientalist explanations despite their explanatory poverty. It does so via an intellectual history, identifying three “waves” or logics via which analysts and practitioners have sought to reckon with Orientalist binaries and their limitations. The chapter argues that today, a third wave within which this project is situated, seeks to dispense with Orientalism and Occidentalism alike toward making clear-eyed sense of the complex, interacting forces that shape politics in Muslim-majority countries, like anywhere else.
In the early 2010s, Turkey’s citizens continued to contest the role of religious, ethnic, and other forms of identity in public life. This chapter traces these contests over a series of transformative episodes from a constitutional referendum in 2010 to the nationwide Gezi Park protests three years later. Two key emergent properties are identified: (i) the AKP’s illiberal turn despite ongoing “openings” toward ethnic and religious minorities and (ii) the growing popularity of a neo-Ottomanism that came in more and less pluralistic variants. These included a multicultural approach to the Ottoman inheritance, but also a Sunni majoritarian strand. Both shaped domestic and foreign policy at a time of regional upheaval with the “Arab Spring” uprisings.
This chapter introduces an original and timely theoretical toolkit. The purpose: to challenge misleading readings of (Turkey’s) politics as driven by binary contests between “Islamists” vs. “secularists” or “Kurds vs. Turks.” Instead, it introduces an alternative “key”[1] to politics in and beyond Turkey that reads contestation as driven by shifting coalitions of pluralizers and anti-pluralists. This timely contribution to conversations in political science (e.g., comparative politics; political theory) is supplemented by an original analytical-descriptive framework inspired by complex systems thinking in the natural and management sciences. The approach offers a novel methodological framework for capturing causal complexity, in Turkey and other Muslim-majority settings, but also in any political system that is roiled by contending religious and secular nationalisms as well as actors who seek greater pluralism.
