This article explores how late eighteenth- and early nineteenth-century ideas of the Spanish American consumer took shape. It argues that Atlantic debates on consumption, on the one hand, and on racial difference, on the other, provided a common ground on which foreign visitors, diplomats and commentators, as well as Colombian elite intellectuals, could jointly create a positive idea of the Spanish American consumer. The article demonstrates that, in the eyes of those who had either political or economic interest in the region, it was possible for Spanish American Indians, Blacks and ‘mixed races’ to gradually overcome their ‘backwardness’ by adopting new practices of consumption. The consumption of new necessities by the Spanish American popular sectors became, for many of these commentators, an irrefutably civilising force.

Traditional historical literature has stressed a generalised crisis throughout the world in the 17th century. First proposed for Europe with its numerous dynastic, religious and state conflicts, it has now been expanded to include Asia and the Middle East as well. It was also assumed that there was a significant crisis in the Americas, a theme which until recently has dominated the traditional literature. The claim that there was such a crisis was based on a series of classic studies by Earl J. Hamilton, Chaunu and Borah, among others. But new research has challenged this hypothesis and we will examine both these new studies as well as offering our own research findings on this subject.

This essay, part history of ideas and part history of international relations, examines Brazil's relationship with Latin America in historical perspective. For more than a century after independence, neither Spanish American intellectuals nor Spanish American governments considered Brazil part of ‘América Latina’. For their part, Brazilian intellectuals and Brazilian governments only had eyes for Europe and increasingly, after 1889, the United States, except for a strong interest in the Río de la Plata. When, especially during the Cold War, the United States, and by extension the rest of the world, began to regard and treat Brazil as part of ‘Latin America’, Brazilian governments and Brazilian intellectuals, apart from some on the Left, still did not think of Brazil as an integral part of the region. Since the end of the Cold War, however, Brazil has for the first time pursued a policy of engagement with its neighbours – in South America.

Upon gaining independence, most Spanish American countries had accumulated a substantial external debt, and by 1829 each defaulted. It took decades for these countries to settle their debts and even longer for them to access new loans. We argue that a major factor influencing the pattern of debt service was the incidence of war. War created incentives for governments to channel scarce resources to «emergency» spending and domestic debt service, rather than to the repayment of the foreign debt. Interestingly, we detect an asymmetry between countries long in good standing with creditors and those that had only recently settled. Countries that had established a longer record of continuous debt service were far less likely to default in times of war. We also find that international wars were responsible for the largest effects.
