After a moment that was characterized by a flurry of constitutional reforms and elections, coups have returned in some states in Western, Central, and Sahel regions in Africa. The rule of law and democratic governance have come under significant stress. A confluence of events – colonial legacies, uprisings, regional conflicts, term elongation, challenges to the dynastic style of leadership, and the rising incidence of coups – challenge the entrenchment of the rule of law in contemporary Africa. Focusing on the period between 2020 and 2023, the chapter asks: Against the background of recent coups, how should we analyze the rule of law in contemporary Africa? Is the decline of the rule of law and democratic governance in sub-Saharan Africa as a region overstated, given that the coups are concentrated in Francophone West and the Central Africa? How should we think of the role of geopolitical contestations and colonial linkages in unsettling democratic regimes and eroding the rule of law in Africa?
Although the Lower Kasai was identified by Jan Vansina as a likely center for highly complex societies, he failed to recognize that sixteenth-century sources had mentioned the Empire of Mwene Muji as a large polity in that region. Studying the well known and recently discovered literature on West Central Africa, as well as a critical study of oral tradition, shows considerable evidence for the antiquity and existence of Mwene Muji.
In January 1967, under the infamous military head Joseph-Désiré Mobutu, the Democratic Republic of Congo nationalized its mining industry based on anticolonial rhetoric of “economic sovereignty.” Only two years later, the same Mobutu government welcomed foreign companies and investors with open arms to the inaugural Foire Internationale de Kinshasa. Even at this crucial postcolonial moment when ideas of economic independence and self-sufficiency had become so highly valued, an attachment to — even affinity towards — foreign capital persisted throughout Congolese politics. This article explores the political and intellectual tensions that arose from the postcolonial utilization of foreign capital for state consolidation and synthesizes these contradictions into a broader understanding of early development approaches in Mobutu's Congo. In contrast to those who have framed the Congolese leader's ideology as a rearticulation of colonial logics or the authoritarian whims of an individual, I argue that these early notions of Mobutist development should be understood as a kind of “worldmaking,” emerging from an anticolonial ideology that asserted Congo’s economic sovereignty while simultaneously inserting itself into the global streams of finance. By tracing the Mobutu government's fluctuating relationship to foreign finance, this research offers a longer history of the “neoliberal moment” in Congo — one in which the intellectual underpinnings for liberalization had percolated in Congolese nationalist politics for several decades.
This article focuses on the essays that évolués wrote and Félix Eboué presented to participants at the Brazzaville Conference in 1944 and specifically analyzes how this group of elite Africans understood and participated in debates on citizenship, empire, and rights and how they articulated their arguments about the future of French colonialism to the most important decision-makers in the francophone world. For these évolué writers, the continuation of French colonialism was a necessity with no immediate end in sight. Their arguments, which ranged from expanded citizenship rights for elites to the dangers of assimilation, captured the fraught social, political, economic, and intellectual landscapes of wartime French colonial Africa. As a result, their letters tell us a great deal about both not only their beliefs and desires for the future but also the nature of reform that Félix Eboué felt comfortable sharing at the Brazzaville Conference with other colonial administrators and stakeholders in 1944.
A newly discovered Spanish description of Kongo increases our knowledge of the country, joining Filippo Pigafetta’s famous account to expand our knowledge of Kongo in this early period. This research shows that the MS was written in 1587 or 1588 and was written by Carmelite Diego de la Encarnación. It adds details on the history of the country, daily life culture, and links to other Carmelite works, including an unpublished chapter of an account by Diego de Santissimo Santo and shows the author could have written a longer but well-known account in the Vatican Library. It includes extensive quotations from the new text.

This chapter presents the distribution, abundance patterns and trends of African buffalo in the 38 countries of its distribution area based on recent aerial and ground census data and feedback from field experts. For the period 2001–2021, we collected abundance data from 163 protected areas or complexes of protected areas and presence data from 711 localities. The savanna buffalo population is estimated in 2022 at over 564,000 individuals, after deduction of the 75,000 buffalo under intensive private management in South Africa. Its abundance is roughly equivalent to that estimated 25 years ago (625,000). The subspecies conservation status is highly unbalanced. The Cape buffalo is by far the most abundant, representing 90 per cent of the total estimated population (510,000 individuals). The West and Central subspecies respectively represent 4 and 6 per cent (>20,000 individuals and >34,000 individuals). The conservation status of the Central African savanna buffalo, whose abundance has been nearly halved over the last 25 years, is worrisome, with exception of the steadily increasing populations of Zakouma NP (Chad) and Garamba NP (DRC). Estimating the abundance of forest buffalo is challenging, as is establishing a trend. Our investigations showed that the forest buffalo is still well represented in Central Africa in areas with low human density. The forest buffalo’s most important stronghold in Central Africa is probably the Greater TRIDOM/TNS (Tri-National Dja-Odzala-Minkébé / Trinational Sangha), a vast contiguous block of mainly pristine moist forest covering 250,000 km2 and straddling Cameroon, Congo, Gabon and Central African Republic (11 per cent of the Central African forest block). In West Africa, we obtained very little information on the presence of the forest buffalo in the residual forest block, suggesting that the conservation status of the forest buffalo in this region is very worrisome.
The love story between Chibinda Ilunga and Lueji, one of the best-known legends of Central African history, recounts the genesis of the Mwant Yav dynasty of the Lunda polity. Previous discussions of the narrative pitted symbolic interpretations against historical findings. This article asks why the Lunda love story became so influential from the middle of the nineteenth century. Instead of being an exclusively Lunda genesis narrative, the love story represented the interests and narratives of societies brought together by the caravan trade in Kasai and eastern Angola, including Chokwe, Ambakista, Luba, and Imbangala, all of whom added components to the legend compiled by Portuguese explorer and diplomat Henrique Dias de Carvalho. The legend took on importance as diverse factions competed for political titles and trading profits. In the hands of Carvalho and his informants the love story became a tool to construct a Pax Lunda guaranteed by the Portuguese. By demonstrating the quotidian politics of the love story, the article suggests the utility in the historical contextualization of the telling of oral traditions to appreciate their multiple meanings.
This article argues for the potential of sociolinguistic methods to write post-colonial African history using a case study of the Mobutu regime’s use of Lingala as its language of power (langue du pouvoir) in order to rule Congo-Zaire. Oral history interviews conducted in DRC from 2019 to 2021, corroborated by sociolinguistic and political science analyses from the period under study, reveal how the Mobutu regime’s use of Lingala contributed to the privatization of the Zairian state, and the fracturing of Zairian society, but also the strengthening of Zairian and later Congolese national identity.
This essay interprets a classification of Africa's Bantu languages which used statistical tools guided by assumptions about farming and its chronology to analyze fresh vocabulary evidence. It shows a peeling movement from Cameroon's grassfields, into southern Cameroon, then along a savanna corridor through West Central Africa's rainforests, into the Savannahs, then to Southern Africa, the Great Lakes, and Indian Ocean coast. The clear sequence of movement masks methodological and historical factors. Language death, multilingualism, and the limits of vocabulary evidence restrain the classification's authority. ‘Transformations’ from food collecting to food producing or from no metals to full engagement with metals were mutable, unfolded at different speeds, and involved interactions with firstcomers. In Central Africa, Bantu speakers were often the first farmers and metal-users in the region but elsewhere they were commonly neither. Their arrivals did not immediately displace firstcomers. Computational methods can accommodate many of these issues.
This chapter sets out to provide a comparative perspective on seemingly incompatible global agendas and efforts to include all children in the general school system, thus reducing exclusion. With an examination of the international testing culture and the politics of inclusion currently permeating national school reforms, this chapter intends to raise a critical and constructive discussion of these movements, which appear to support one another, yet simultaneously offer profound contradictions. The chapter will include a brief history of psychological testing in Central Africa and identify types of psychological tests in use in Central Africa as well as the issues and problems that arise when making use of such psychological tests at both national and local levels. It will shed light on new possibilities for educational improvements in global and local contexts.
The dispersal of Bantu-speaking people from their ancestral homeland in the borderland between current-day Nigeria and Cameroon across most of Central, Eastern, and Southern Africa had a significant impact on the languages, cultures, and demography of autochthonous populations. Inversely, foragers and pastoralists also considerably contributed to the gene pool of Bantu-speaking communities, the speciation of their languages, and the evolution of their cultures. In this chapter, the impact of indigenous languages on Bantu language variation is assessed by comparing the language contact situations in Southern and Central Africa. Southern Africa is much better documented, because the much shallower time depth of contact between Bantu-speaking newcomers and autochthonous populations allowed the latter to survive as separate populations, often maintaining a language unrelated to Bantu. In Central Africa, the dispersal of Bantu languages is much older. Together with the success of other families, such as Ubangi and Central-Sudanic, it led to the death of all languages previously spoken by rainforest hunter-gatherers. Still little is therefore known about prehistoric language contact between indigenous forest foragers and immigrant communities. Nonetheless, Southern Africa provides us with useful insights to be tested in Central Africa.
Delegated protected area management (transferring management responsibilities from a public to a private partner) has been promoted to give impetus to ailing protected areas in West and Central Africa. Since their inception in 2005, the number of partnerships has increased to 20 protected areas covering c. 250,000 km2, an area similar to that of the UK. A review of the lessons learnt from these first 15 years shows that delegated management has improved day-to-day management of these protected areas. There remain, however, challenges with funding and with the capacity of national managerial staff, and also concerns regarding human rights. Based on an analysis of these challenges, I develop five recommendations to guide more mature delegated management: governments should (1) ensure an enabling legal–procedural environment; and (2) prepare delegated management contracts systematically; (3) private partners should render themselves dispensable through capacity building of national managerial staff and by initiating sustainable financing mechanisms; (4) governments and private partners alike should respect human rights and build coalitions with communities; (5) governments, private partners and funders should strive to delegate non-core management tasks, such as tourist guiding and reception, community development and research, to specialized locally-based individuals and organizations. Although these recommendations have a specific West–Central African perspective, they have relevance for the increasing number of delegated management initiatives elsewhere in Africa and beyond.
Central Africa is experiencing rapid urbanisation, and this situation comes along with changes in food habits and an increased prevalence of obesity and associated health risks. Factors influencing dietary intake among the diverse African populations are not well understood. Our objective was to characterise the dietary intake and their determinants in the two main ethnic groups experiencing nutrition transition in Cameroon, the Bamiléké and the Béti. We sampled Bamiléké (381) and Béti (347) adults living in both rural and urban, collected socio-demographic variables, assessed dietary patterns by using a food portion photographs book to administrate a FFQ and a 24-h dietary recall technique and derived their BMI from measured weight and height. The dietary patterns of Bamiléké people were composed of more energy-dense foods than the Béti people, regardless of the living area. The energy intake (13·8 (sd 4·6)–15·4 (sd 4·8) MJ v. 9·7 (sd 3·5)–11·2 (sd 3·9 MJ) and the obesity (15–29 % v. 5–8 %) were therefore higher in Bamiléké than in Béti, respectively. Multivariable linear regression analyses showed strong associations of both ethnicities (4·02 MJ; P < 0·001), living area (0·21 MJ; P < 0·001) and education (0·59 MJ; P < 0·048) with energy intake, independently of each other and other socio-demographic factors. The ethnicity factor has been characterised as the more important determinant of diet. Our findings provide new insights and perspectives highlighting the importance of anthropological factors when building prevention campaigns against obesity in Central Africa.
