Appendix B Achimota Transport Terminal Rules and Regulations for Transport Operators, 2009

The Accra Metropolitan Assembly (AMA) considers the Achimota Transport Terminal (ATT) as one of a kind in Ghana, and indeed within the West African Sub-region. The desire of AMA to replicate the ATT in other areas will depend, to a large extent, on the prudent and effective management of the terminal.

It is in the light of this that management, with approval by AMA, has set forth the under-listed rules and regulations in the management of the ATT.

The rules and regulations include but [are] not limited to the following:

  1. 1. All transport operators shall enter into agreement with management prior to the conduct of business at the terminal.

  2. 2. That all operators shall furnish management with a list of all their fleet and registration numbers of vehicles before commencement of business at the ATT.

  3. 3. That operators cannot change or add to routes they applied for and approved by management. Any such action shall be by approval of management.

  4. 4. That no operator shall admit/allow any other operator who has not registered with management to do business at the Terminal.

  5. 5. That operators shall pay a daily toll as set out and approved by AMA.

  6. 6. That other approved rates and fees shall be paid as specified in the tenancy agreement.

  7. 7. That operators shall ensure that the terminal is kept clean.

  8. 8. That operators shall use the waste bins provided at the terminal for waste disposal at all times.

  9. 9. That urinating or defecating at any part of the terminal is prohibited.

  10. 10. That no repairs or maintenance of vehicles shall take place at the terminal.

  11. 11. Washing and/or sweeping (inside) of a vehicle within the terminal is prohibited.

  12. 12. That no livestock/goods shall be kept within the terminal (upon arrival) for more than two (2) hours.

  13. 13. Operators shall not allow hawking or preaching on their vehicles within the terminal.

  14. 14. That operators shall not walk on the lawns within the islands or sit on the fringes of the concrete casings or sleep at unauthorized places at the terminal.

  15. 15. That operators shall not harbour any person who does not work at the terminal at their assigned loading areas.

  16. 16. That there shall be no use of megaphones and/or other forms of announcing gadgets within the terminal other than the Public Address System used by management.

  17. 17. That any item(s) left in vehicles by commuters and found shall be promptly deposited at the information desk for further action.

  18. 18. That operators shall drive within specific speed limit at the terminal (20 km/h).

  19. 19. Conflicts that arise between parties shall be resolved amicably through management and within general conventions.

    There shall be THREE (3) levels of conflict-resolution management:

    • Level 1 … Management

    • Level 2 … Liaison Officer (MRE-AMA)

    • Level 3 … Chief Executive (AMA)

  20. 20. Operators plying the northern and other corridors shall drop off passengers at the Terminal (ATT) enroute to the Central Business District.

  21. 21. Operators are accepted to transact business at the ATT on condition that, in Accra, business shall be transacted from the ATT only.

  22. 22. Contravening any of these rules and regulations shall be a basis for the termination of the agreement to operate business at the Achimota Transport Terminal.
