During the editing process an error was introduced on the 27th line of page 70. The sentence should have been:

By virtue of this relationship which is non-obligatory in nature, the invoking state becomes entitled, within the strength at its command, to adopt measures which would be unlawful were their application not warranted by the fact of their having the objective of repressing the particularly serious wrongful act and punishing the state which is guilty of its commission.
