  • Building a following: Local Candidates’ Political Careers and Clientelism in Argentine Municipalities

  • Why do some candidates prefer to use clientelistic strategies to mobilize voters while others do not? Building on existing explanations that highlight the importance of voters’ demand for particularistic goods and parties’ capacities to supply goods and monitor voters, this article focuses on candidates’ political careers. It argues that how candidates begin mobilizing voters to participate in rallies and elections becomes crucial in explaining their preferences to use clientelism. Candidates who receive a salary based on their ability to mobilize voters—paid party activists—are more likely to use clientelism than candidates who are not paid for their political work, unpaid party activists.

  • Social Movements, Party Organization, and Populism: Insights from the Bolivian MAS

  • The Movement Toward Socialism (MAS) emerged in Bolivia’s Chapare region in the 1990s. Born of a rural social movement of coca growers, it spread to the cities and became the country’s dominant political force as its leader, Evo Morales, was elected to the presidency in 2005. This article argues that the MAS is a hybrid organization whose electoral success has been contingent on the construction of a strong rural-urban coalition, built on the basis of different linkages between the MAS and organized popular constituencies in rural and urban areas. Whereas the MAS’s rural origins gave rise to grassroots control over the leadership, its expansion to urban areas has fostered the emergence of top-down mobilization strategies. The analysis also reveals how much popular sectors allied with the MAS have pressured the Morales government from below and held it accountable to societal demands.

  • Class-Biased Electoral Participation: The Youth Vote in Chile

  • There is no other country where the division between the old and young electorate is as striking as in Chile. For older voters, turnout exceeded, on average, 90 percent in 2009; for those aged less than 30, it fell below 30 percent. Using individual survey data from 2006, 2008, and 2010, this article studies the current socioeconomic composition of the Chilean young electorate. First, it shows that the young electorate is class-biased. Income is highly correlated with both registration and turnout even after controlling for education. Second, it presents evidence that class bias for the whole electorate has been increasing over time, due to generational replacement. The results are not promising for Chile’s democracy in the years to come, since equal participation is worsening over time.

  • Participatory Democracy? Exploring Peru’s Efforts to Engage Civil Society in Local Governance

  • As institutions are created to engage citizens and civil society organizations more directly, who participates, and what effect does participation have? This article explores two of Peru’s participatory institutions, the Regional Coordination Councils and the participatory budgets, created in 2002. Specifically it asks, once these institutions are set up, do organizations participate in them? and what effect does this participation have on the organizations? The data show that the participatory processes in Peru are including new voices in decisionmaking, but this inclusion has limits. Limited inclusion has, in turn, led to limited changes specifically in nongovernmental organizations. As a result, the democratizing potential of the participatory institutions is evident yet not fully realized.

  • Resistance to Privatization: Why Protest Movements Succeed and Fail in Latin America

  • Why do some protest movements in Latin America succeed in rolling back privatizations while others fail? This article argues that protests against privatizations have tended to succeed under two conditions. First, privatization’s opponents form linkages (or “brokerage”) across multiple sectors of society. Broad coalitions are more likely to achieve their goals, while groups acting alone, such as labor unions, are more easily defeated or ignored by governments. Second, civil rights are protected but political representation is weak. In that case, opponents have the legal right to protest, but are unlikely to have opportunities for communicating their concerns through formal institutions, which prompts them to channel their demands outside of existing political institutions. Using case examples and logistic regression, this study confirms these arguments and discusses the implications for democracy in the region.

  • Why No Mayan Party? Indigenous Movements and National Politics in Guatemala

  • Unlike indigenous social movements in several other Latin American countries, Mayan movements in Guatemala have not formed a viable indigenous-based political party. Despite the prominence of the Mayan social movement and a relatively open institutional environment conducive to party formation, indigenous groups have foregone a national political party in favor of a more dispersed pattern of political mobilization at the local level. This article argues that the availability of avenues for political representation at the municipal level, through both traditional political parties and civic committees, and the effects of political repression and violence have reinforced the fragmentation and localism of indigenous social movements in Guatemala and prevented the emergence of a viable Mayan political party. The result has been a pattern of uneven political representation, with indigenous Guatemalans gaining representation in local government while national political institutions remain exclusionary.

  • U.S. policy toward Mexico has been influenced by a “drug war” frame that has left little rhetorical and operational room for creative multisectoral strategies to stem the violence and address its causes. This article proposes conflict analysis, a lens for viewing conflict that brings into focus a multilevel, integrative diagnosis of the violence in Mexico and supports recent evolutions in Plan Mérida toward a more holistic peacebuilding approach.
