† [Since this Note was written there have been the following developments: (a) The German Bundestag and the Austrian Parliament have passed laws affecting the period of prescription; (b) the Council of Europe Assembly has called upon member Governments to prevent crimes against humanity from going unpunished and to draw up a Convention on prescription (January 28, 1965); (c) the 21st session of the U.N. Human Rights Commission has passed a Resolution on the Punishment of War Criminals (April 1965). It is hoped to survey the position in a later issue of the Quarterly—General Editor.
