2 Additional measures to implement the Covenant are under consideration. They would assure the right of individuals and of associations to petition the General Assembly in case of violations; they also envisage special agencies to supervise and enforce the performance of the Covenant and the establishment of an International Court of Human Rights (see Report of the Working Group on Implementations; Report of the Commission on Human Rights, Second Session (supra); Annex C, p. 41).
